DRC has been responding to various humanitarian crises in Lebanon since 2004, working with Palestinian, Iraqi and Syrian refugees. DRC received registration from the Ministry of Interior in 2011, and since then has focused primarily on responding to the Syrian refugee crisis in Lebanon and the resulting impact on Lebanese host community. DRC Lebanon’s focus is to ensure that we are able to respond to critical emerging humanitarian needs whilst improve the living conditions of displacement-affected populations and contribute to the achievement of durable solutions. With an annual portfolio of $12million, and with approximately 200+ staff, DRC is focusing its response in protection and economic recovery (Ec-Rec) sector in Bekka, North Lebanon and Beirut. DRC is also contributing to the evidence base and coordination structures in country through our Evidence Generation and referral information management (RIMs) teams.

About the job
The Protection Specialist is responsible for the technical oversight, management, and quality assurance of DRC Lebanon’s Gender-Based Violence (GBV) and Child Protection (CP) programming portfolio. The role includes developing and implementing strategies, tools, supervision and capacity-building initiatives to ensure the delivery of high-quality and evidence-based protection prevention and response protection interventions.

This role also integrates cross-cutting elements from the global GBV Innovation Programme, emphasizing gender-transformative approaches and collaboration with global and local stakeholders.

The position contributes to advancing economic empowerment for survivors of GBV, promoting sustainable solutions, and enhancing capacity-building efforts for DRC’s partners and stakeholders in Lebanon.

Your main responsibilities will be:

Technical support and capacity building (70%)

  • Provide daily technical support and guidance to field-based protection teams on GBV and CP interventions (covering case management, MHPSS, cash for protection assistance, community-based protection and prevention activities), including the development of tools, guidelines, and guidance on complex cases.
  • Ensure adherence to GBV and child protection best practices, international standards, and DRC’s policies.
  • Conduct protection capacity assessments of partners and design and implement tailored technical capacity-building plans.
  • Develop and implement capacity-development initiatives (formal training, coaching, and mentoring for staff and local partners), in line with global case management supervision minimum standards.
  • Conduct field visits (minimum 2 days per week) to ensure quality implementation by DRC teams and local implementing partners, ensuring compliance with international and DRC standards through technical oversight and spot checks.
  • Provide technical support on protection mainstreaming across other sectors (i.e. Economic Recovery, SMC/CCCM, HDP).
  • Oversee the integration of gender equality frameworks into programming and monitor progress.
  • Ensure strong information management (GBVIMS, CPIMS, ActivityInfo, RIMS, etc.) for reporting and accountability.
  • Collaborate with MEAL to develop ethical and safe monitoring and evaluation tools (qualitative and quantitative).
  • Document and disseminate good practices, lessons learned, and MEAL aspects of programming.

Programme development, management and reporting (15%)

  • Provide technical input and quality assurance for proposal development, ensuring GBV and CP priorities are represented.
  • Lead on the development of programmatic adjustments and innovation in line with global guidance and needs.
  • Ensure donor compliance, timely spending, and the achievement of program goals in collaboration with field teams.
  • Contribute to narrative and financial reporting, ensuring alignment with global and donor requirements.

External representation and coordination (15%)

  • Represent DRC at national and sub-national protection working groups (GBV-WG, CP-WG, PSS Committee, Case Management Task Force, etc) and other fora as required, in coordination with the Country Protection Manager and Head of Programme;
  • Strengthen relationships with key stakeholders, including INGOs, local partners, and national authorities.
  • Facilitate the coordination of Local Anchor Groups (LAGs) to promote local stakeholder engagement and capacity building.
  • Organize workshops and events to enhance donor engagement and showcase programmatic achievements.
  • Collaborate with global programme management teams to align strategies and share best practices.
  • Support identification and development of strategic partnerships on protection.

About you
To be successful in this role we expect the following:

  • Master’s degree in Social Sciences, Human Rights, Psychology, Law, or related fields.
  • Minimum 3 years of professional experience in the protection sector, preferably in humanitarian settings.
  • Advanced understanding and experience in GBV and CP programming, including case management, psychosocial support, and risk mitigation.
  • Proven experience in capacity building of local partners and technical and supervision support to humanitarian actors.
  • Familiarity with protection information management systems, including GBVIMS.
  • Strong experience in proposal development, program design, and donor reporting.
  • Demonstrated understanding of gender equality and intersectional approaches in humanitarian programming.
  • Experience implementing integrated programming across sectors is an asset
  • Fluency in English and Arabic.

  • Contract length: 6 months (renewable based on performance and funding availability)
