Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.
DRC has been operating in Ukraine since 2014, currently DRC employs over 800 staff in Ukraine and will continue significant scale-up in 2024 to implement emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.
DRC is currently looking for a highly qualified Protection Specialist (Gender Based Violence & Partnership). The role is based in the country office of Kyiv with regular field visits to areas of intervention across Ukraine.
Overall purpose of the role:
Under the direct supervision of the Protection Technical Lead, the GBV & Partnership Specialist provides leadership and advice on all aspects related to planning, implementation, monitoring and reporting of DRC’s gender-based violence programming implemented by partner organizations in Ukraine. The GBV & Partnership Specialist will support in assessing the technical capacity and providing technical assistance to DRCs CSO partners implementing GBV prevention and response activities across Ukraine including case management, psychosocial support, awareness-raising and capacity-building activities. The primary function of this role is to support partners, however, this position will retain some DRC programme responsibilities at the discretion of the Protection Technical Lead. The task split for this role is 80% partners and 20% DRC direct implementation.
Your main responsibilities will be:
Assessing and enhancing partner organisations capacities in implementing GBV programming:
- Participate in internal coordination meetings related to Partnerships.
- Conduct capacity assessments of partners GBV activities and develop recommendations.
- Based on the findings of the capacity assessment and partners objectives, and in close consultation with colleagues and partner focal points, develop a tailored capacity development plan for partners within the scope of GBV and Protection.
- Develop required tools, guidelines and SOPs for DRC’s GBV partner organizations.
- Regularly review and share emerging evidence from international standards and tools including GBV AoR Minimum Standards, IASC GBV Guidelines to ensure guidance and tools developed are in line with best practice.
Provide direct technical supervision to ensure the quality of the GBV programming implemented by partner organizations:
- Support the partner organizations to ensure all GBV prevention and response programming are underpinned by GBV guiding principles and responsive to women and girls’ needs
- Provide technical supervision and support to partner organisations involved in GBV prevention and response activities.
- Develop and facilitate training on core gender and GBV related topics for partner organisation and duty-bearers.
- Conduct monitoring visits to assess the quality of partner activities in collaboration with the Partnerships and MEAL teams.
- Coordinate with relevant stakeholders (including national and international NGOs, CSOs, governmental partners) to map out CSOs implementing GBV programming.
- Complete donor quarterly reports and draft sections of project proposals related to GBV activities related to partners.
- Support the partners in the development of proposals and budgets related to GBV and Protection.
Administration:
- Fill and submit Purchase Requisitions, Travel Authorizations and any other DRC administrative forms as needed
- Coordinate with other DRC departments to ensure the effective use of the logistical and financial resources
About you
To be successful in this role we expect you to have at least 2 years' relevant experience working with in GBV programming and /or programming focused on the empowerment of women and girls. Moreover, we also expect the following:
- Demonstrated practical experience in GBV including case management, prevention activities and community engagement
- Strong facilitation skills and experience in delivering GBV trainings.
- Excellent interpersonal and communication skills, including the ability to work effectively with staff members, and partner organisations.
- Excellent organizational and time management skills, with the ability to prioritize tasks and manage multiple responsibilities
- Proficiency in Microsoft Office, Internet Explorer, Outlook/Exchange, Windows operating systems.
- Strong English language skills.
- Ukrainian language skills required.
