DRC is seeking to recruit a dynamic and capable Area Manager to join our strong and dedicated team in Rakhine State, Myanmar.

Who are we?
DRC has provided humanitarian assistance to people in need in Myanmar since 2009. DRC is currently engaged in humanitarian response in Rakhine, Kachin, Northern Shan and Kayah.

In 2012, waves of inter-communal violence swept through Rakhine, forcing approximately 140,000 persons to flee their homes and take refuge in IDP camps spread across the state. DRC activities target these IDPs, as well as other local vulnerable populations such as host villages and isolated villages. DRC implements a multi-sector response, including camp management, GBV, Child Protection, Livelihoods, Protection, and WASH in Sittwe, Pauktaw, Kyauktaw, and Mrauk-U Townships in Rakhine.

DRC/DDG Myanmar currently employs over 350 national and 30 international staff and operates from eight operational offices. The main donors of DRC in Myanmar are ECHO, EC, UNHCR, UNICEF, DANIDA, DFAT, and SDC.

Overall purpose of the role:

The Area Manager will lead the implementation of programme activities and creation of results, which impacts Rohingya IDP’s and host community in the entire Rakhine state. He/she will be responsible for the effective and accountable implementation of policies, programmes and/or activities of short-term and operational nature within the area of operation. As for representation, he/she will be accountable for the relationship with beneficiaries, community representatives, relevant governmental authorities, NGOs and UN Agencies. Finally, the Area Manager will contribute to the strategic direction of programming through active and ongoing participation to strategic planning meetings and development of strategic documents.

The Area Manager directly reports to the Country Director.

Main Responsibilities
The responsibilities listed in the Job description are not exhaustive and may be readjusted according to operational needs but will remain in line with the overall purpose of the role.


  • Line manage Area Support and Program staff ensuring inter-department co-ordination
  • Participate in and coordinate with the senior management team ensuring regular information flows and timely decisions
  • Accountable for people management of direct reports, being 8-9 employees, and approx. 180indirect reports, as well as approx.. 700 incentive-based workers in camps and villages. This includes hiring & firing, objective setting, probation, performance appraisal, development of staff, managing performance, including poor performance, etc.
  • Ensure overall provision of and adherence to DRC policies, procedures, guidelines, systems and standard practices

Representation, coordination and reporting

  • Primary DRC representative in the area of operation and attend all relevant fora/meetings in order to strengthen DRC’s position
  • Foster relationships with Government authorities and other relevant stakeholders in the area of operation
  • Maintain close working relationships with donors, national and international organizations and local counterparts
  • Comply with internal reporting requirements, contribute to, and provide quality assurance of external reports from area of operation
  • Lead DRC advocacy, collaboratively develop programming red lines, and ensure consistency in DRC messaging and advocacy in various coordination for a and external representation in Rakhine

Programme development and implementation

  • Lead the process of adapting DRC national strategy to the local context and circumstances
  • Provide regular analysis on the context and humanitarian situation in the area for the development of project proposals in cooperation with the Head of Programmes and technical advisors and managers.
  • Provide oversight of all programming in Rakhine in compliance with core protection principles and best practices, and DRC and donor regulations, while upholding rigorous project cycle management standards.
  • Ensure effective links between DRC Rakhine Protection, GBV, CP, CCCM/Shelter/NFI, WASH, Social Cohesion and Livelihoods programmes, striving for consistency of approach and cost effectiveness


  • Assume responsibility for staff safety in the area of operation.
  • Ensure all relevant information regarding safety, security and the context is collected, updated and shared in a regular and timely manner.
  • Collaborate with the Rakhine Safety Team and Senior Management Team to make decisions and manage security incidents at a local level.

About you To be successful in this role you must have the following;


  • Minimum 7-10 years' experience in relevant field overseeing humanitarian and development multi-sector, multi-donor programmes in complex and volatile environments
  • At least 5 years' experience in people management
  • Strong leadership skills and a competence in people management
  • Practical and extensive financial, Human Resources and administration management
  • Substantial work experience in the areas of emergency, protection, camp management, development sector, especially with displaced/refugees communities can substitute education qualification.
  • External stakeholder management (especially with local authorities)
  • Experience with relevant donor guidelines
  • Proven excellent communication and report writing skills


  • Experience working in the Rohingya Response is an added advantage.

We offer

  • Contract length: 2 years negotiable
  • Salary Level: Band E. Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Expatriates; please refer to under Vacancies.
  • Designation of Duty Station: Sittwe with frequent travel across the entire Rakhine state
