Background - Scope of the Consultancy
The Danish Refugee Council (DRC) is a humanitarian, non-governmental, non-profit organization working in Myanmar since 2009 and currently supporting operations in four different States (Kachin, Northern Shan, Kayah, Rakhine). DRC’s vision and objective is to build the capacity and resilience of populations affected by short- and long-term conflict (in camps and conflict-affected communities) through integrated rights-based programming and advocacy, working with local, international and government stakeholders in an impartial, inclusive and neutral manner, adhering to DRC’s Code of Conduct and core Humanitarian Principles. Due to its long-term presence in Myanmar, DRC has extensive knowledge and understanding of the protection concerns across the three states.

DRC’s protection teams, including general protection, child protection, and GBV, support IDP and host communities through comprehensive case management services, in line with each sector’s respective guidelines. DRC has dedicated case management officers who supervise assistant-level staff carrying out case management activities. This supervision is meant to ensure quality of case management services. In order to improve the quality of case supervision support provided, DRC is seeking a consultant to lead a case management supervision training, to be provided simultaneously to GBV, CP, and General Protection staff.

Objectives of the Consultancy
DRC is seeking a consultant to deliver case management supervision training to senior GBV, CP, and General Protection staff involved in case management activites. The end goal of this training is to increase case management supervisors’ confidence as well as capcacity to provide support to case workers in delivering safe, ethical, and competent case management services.

This training should build off of available case management supervision training materials, including the Case Management Supervision and Coaching Training Package developed by the Case Management Task Force and the Supervision module of the Gender-based Violence Case Management training. The training should be applicable to case management supervision for general protection, child protection, and gender-based violence actors. The consultancy is part of the DRC Myanmar’s strategic priority to strengthen case management services.

Duties, Responsibilities and Deliverables
The Consultant will be based in Yangon. The consultant is expected to deliver a three day case management supervision training. The training should include a pre and post test to measure increase in knowledge amongst participants. The consultant will have an additional day to grade pre/post tests, analyse the results, and write a report on the outcomes of the training – including recommendations for future trainings. Applicants should share proposed training materials and agenda with their application to ensure suitability. The training package, including the pre/post test, should be shared with DRC for future trainings.

The consultant will report to the Protection Manager for Rakhine State and will conduct the following activities:


    • Conduct training on case management supervision. Potential modules could include:
      1. Case management minimum standards – including review of timeframes and proper use of case management forms
      2. Defining supervision and coaching in case management
      3. Supervision practices and tools
      4. Supervision and coaching skills
      5. Staff care and wellbeing The training should be as interactive as possible to ensure engagement of the staff. Role playing exercises can be used as appropriate
      6. Conduct Pre and Post tests before and after the training. Analysis of results should be shared with final report. Results should be analyzed on the individual level as well as the group level.
      7. Submission of final report which includes the finalized training package, pre/post test, análisis of pre/post test results, and recommendations for further trainings
      8. Three day case management supervision training for senior case management and protection staff, delivered in Myanmar language
      9. Case management supervision training package, including pre/post test. Preference for package to include both English and Myanmar versions
      10. Final report, in English including analysis of pre/post test results as well as recommendations for future trainings.

        Profile of the Candidate
        Your Experience must include:
        • Experience in conducting case management trainings, specifically case management supervision trainings, for national staff
        • Extensive training experience and strong facilitation skills, particularly in working with participants from various cultural and linguistic backgrounds
        • Relevant academic and professional background in protection-focused humanitarian interventions in complex environments, including case management supervision in either GBV, CP, or general protection programming
        • Understanding of context in Myanmar, including the humanitarian response overall.
        • Demonstrated understanding of the work proposed in the TOR.
        • Strong English writing and speaking skills
        • Ability to speak Rakhine, Kachin, Shan or other languages appreciated
        • Ability to work with minimum supervision
        • Open to Myanmar National only
