The Danish Refugee Council (DRC) is an international humanitarian organization founded in Denmark in 1956. DRC implements relief and development activities in more than 30 countries throughout the world, assisting more than 1.5 million people of different ethnicities and religions. DRC/DDG is a nongovernmental, non-political and non-religious organization and for DRC/DDG, people’s right to a life with dignity is central to all that we do.DRC has been operating in Myanmar since May 2009 and in Rakhine State since 2010, responding to the humanitarian needs in the aftermath of the Cyclone Giri. DRC has recently expanded its programme providing shelter, WASH, NFIs, livelihood support and community assistance to the people affected by the June and October 2012 events in Rakhine State. DRC Myanmar in Rakhine State is funded by ECHO, SDC, DFAT, USAID and UN agencies, including UNHCR, UNICEF and UNFPA.

To strengthen DRC’s Programme in Rakhine State, DRC is looking for highly motivated and capable candidates to fill the position of

Protection Team Leader (1) Post
Duty Station : Mrauk Oo Office, Rakhine State
Report to : Protection Project Manager
Overall purpose of the role:

  • Supervise members in team
  • Deliver technical support and guidance to team
  • Ensure the quality of the planning, implementation and follow up of all technical aspects of the sector activities being implemented by DRC
  • Develop and maintain good relations with the persons of concern, relevant stakeholders and other humanitarian actors, to support adequate implementation and coordination of DRC’s sector activities

Sector responsibilities:
Advocacy for the rights of displaced people in their context of displacement, case management activities, community based protection initiatives, protection monitoring, individual protection assistance based on vulnerability, monitoring of rights and rights awareness-raising.

Responsibilities:
Management

  • Lead and manage the team (including people planning, performance, well-being and development)
  • Ensure effective planning and quality implementation of Protection activities
  • Ensure daily monitoring of protection activities in Mrauk U and Kyauktaw
  • Asses the quality of data collected on daily activities through activity tracker and relevant databases and tools
  • Provide technical support and inputs
  • Ensure weekly supports are submitted by teams and prepare monthly report to the Project Manager. Support in developing regular donor reports

Programming & Operations


  • Ensure efficient and effective program implementation while following the budget and work plan
  • Participate in preparing monthly/quarterly/annual highlights/reports and proposals and budgets for donors * Liaise with the MEAL team to ensure timely and effective monitoring of quality and impact of protection activities

Coordination and representation

  • Collaborate with relevant internal and external technical experts on sector relevant issues
  • Represent DRC at meetings and other relevant technical coordination meetings
  • Ensure integration with other DRC sectors, including child protection, GBV, and livelihoods

Project development

  • Develop project plans and budgets for funding, with support from the Project Manager
  • Develop projects tools
  • Project implementation and reportingLogistics/Finance
  • Support the monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up
  • Plan and coordinate proactively logistics and movements of staff from and to different operational areas
  • Initiate procurements and ensure their execution
  • Ensure distribution plans are prepared and shared with logistics in a timely manner
    As Protection Team Leader,the post holder have responsible for following:
  • Accountable for people management of Protection staff in Mrauk U and Kyauktaw (Protection assitants and officers)
  • Accountable for ensuring that agreed work plans and tasks set by the Protection Project Manager are implemented on time
  • Initiating the hiring and dismissal of employees and conducting performance appraisals are permitted at this level, but are closely overseen by the next-level manager.
Any other duties relating to the nature of the job as requested by the Manager

Experience and technical competencies:

  • Minimum 3 years of management experience at a mid to senior level, preferably with experience in the field of humanitarian response and refugee protection working for an international NGO, UN agency, relevant ministry, or local authority.
  • Minimum 3 years of practical experience in sector area working for an INGO
  • Proven management skills and a competence in people management
  • Commitment to learning and implementing organizational policies and procedures.
  • Excellent skill in MS Word, Excel, and PowerPoint
  • Field experience
    Education: (include certificates, licenses etc.)
  • Master's degree in human rights, international development, social work, or other relevant field desired but not required
  • Bachelor’s degree in social work, nursing, human rights, international development, peace studies, or similar.
    Languages: (indicate fluency level)
  • Full professional proficiency in English
  • Full professional proficiency in Rakhine
  • Full professional proficiency in MyanmarAll DRC roles require the post-holder to master DRC’s core competencies:
