The Danish Refugee Council / Danish Demining Group (DRC/DDG) assists refugees and internally displaced persons across the globe: we provide emergency aid, fight for their rights, and strengthen their opportunity for a brighter future. In Myanmar, DRC has been present since 2009, and since June 2012 broadened its presence via the Danish Demining Group (DDG) - DRC’s division for Mine Action.

DRC/DDG is currently engaged in responses in Rakhine, Kachin, Kayah and Northern Shan states. Our response targets displaced and displacement affected communities and other vulnerable communities in some of the most deprived areas of Myanmar. Key activities include protection (including Child Protection, GBV and Protection Monitoring), CCCM, WASH, Livelihoods, shelter and mine action.

DRC/DDG Myanmar currently employs over 400 staff and operates from six operational offices. Our main office is in Yangon; our main donors in Myanmar include ECHO, OFDA, UNICEF, UNHCR, DANIDA, SDC, DFAT, LIFT, USAID, DFID, EC and private donors.

About the job
The growing complexity of the DRC/DDG operations in Myanmar make the cross-functional Programme Quality tasks increasingly important to be able to ensure the quality of DRC/DDG’s programming, pull together comprehensive information and analysis to support programme design, and develop comprehensive MEAL systems to support operational and strategic decision making.

The overall objective of the MEAL specialist will be to provide technical support to the Monitoring, Evaluation, Accountability and Learning team in Rakhine State in order to support quality programming and accountability towards beneficiaries, donors and other stakeholders. The MEAL Specialist will also technically support the MEAL Manager in developing a MEAL framework and protocols for each technical sector in line with the country strategy, ensure harmonized and standardized systems and procedures across different areas of intervention in Rakhine State as well as provide technical MEAL guidance and leadership to MEAL and program staff in Rakhine such as leading efforts to document progress, effectiveness and impact for donor reporting requirements, and for use in new project design.

Reporting to the MEAL Manager, and having a direct technical supervision line to the MEAL Team Leader based in Sittwe, the overall objective of the MEAL Specialist will be to:

  • Strengthen DRC/DDG's monitoring, evaluation, accountability and learning systems in Rakhine State. This will entail leading in roll out of MEAL initiatives and liaising with relevant teams
  • Increase the technical MEAL capacity in DRC/DDG operations in Rakhine State, particularly in report writing and analysis
  • Ensure regular and quality data collection, in line with DRC/DDG’s donor requirements

Overall, the MEAL Specialist is responsible for ensuring high-quality MEAL deliverables for the Rakhine State programmes.

Specific duties and responsibilities
The duties include, but are not limited to the following:


  • Provide technical support to field-based MEAL staff with a view to ensure coherence in data collection and analysis to support programme development and quality
  • Technical oversight of all aspects of the MEAL processes
  • Technical support in needs assessments, baseline studies and impact assessments
  • Conduct periodic activity monitoring and site visits to the field to monitor data collection/implementation
  • Capacity building through training, feedback, coaching of the MEAL and programme staff in data collection, monitoring and analysis
  • Enhance MEAL capacity among staff to ensure accountability, facilitate planning and strengthen service delivery
  • Provide technical support in the development of MEAL strategies and tools
  • Ensure coordination of the MEAL field teams input to proposals and reports.

Monitoring and Evaluation

  • Provide technical support in data analysis and writing of quality monitoring reports including case studies and success stories. Build capacity of programme teams in data analysis and writing of reports
  • Responsible for review of all MEAL deliverables, including tools, indicator tracking, and reports to ensure quality
  • Continuously support to improve and update data collection tools, so they can be used in the particular context.
  • Provide technical support to programme staff during development of funding proposals particularly logframes and MEAL frameworks and plans
  • Provide technical support in the implementation of MEAL Plans ensuring all the indicators are tracked and data is available,
  • Support the development and improvement of systems that strengthen DRC/DDG’ ability to analyze, improve, and represent impact internally and externally and most of all to communities themselves;
  • Provide technical support in management of evaluations in compliance with DRC/DDG evaluation policy, from development of ToR, to advising management on approval of final report, to dissemination of evaluation;


  • Ensure all accountability policies and procedures, including the operation of DRC/DDG Myanmar’s field-level feedback and complaints mechanisms, is adhered to, is fully operational and understood by DRC/DDG staff and beneficiaries.
  • Support to develop and update DRC/DDG’s accountability-related communications and learning materials for both staff and beneficiaries.
  • Provide informed advice and guidance on improving accountability, including accountability issues related to DRC/DDG’s Code of Conduct.
  • Conduct regular field visits to monitor DRC/DDG’s compliance with the internal accountability policies and procedures as well as the Core Humanitarian Standards.

Learning and project quality

  • Support in the development and operationalization of a knowledge management and learning strategy for collecting, analyzing and summarizing knowledge and learning, and ensuring the integration of knowledge and learning into ongoing and future programming.
  • Support MEAL and programme teams to better document and integrate knowledge and learning in their daily activities through support in the development of appropriate tools, guidance notes and standard operating procedures.
  • Organize and facilitate internal and external learning events and participate in the development of MEAL plans, as well as project kick-off, review and closure meetings.

Essential skills and experience

  • A university degree in social sciences, development economics, statistics, research methods, or a similar field;
  • Minimum five years of technical experience in MEAL
  • Experience working with International NGO’s, UN agencies, line ministries and/or local authorities in migrants/refugee settings in complex emergencies
  • Proven ability to advise and lead on the development and implementation of MEAL strategies, plans, and systems in humanitarian or development programmes.
  • Strong technical competence and experience in quantitative and qualitative M&E methods, data analysis, reporting and understanding of contemporary trends and innovations in M&E including demonstrated use of ICT
  • Experience in participatory assessment and community-based monitoring approaches
  • Clear understanding of Core Humanitarian Standards (CHS);
  • Experience with capacity building of staff, and in convening and facilitating trainings and workshops
  • Experience with statistical packages
  • Ability to plan workload, prioritize, commit to meet deadlines and demonstrate accountability for outputs with minimal direct supervision.
  • Full professional proficiency in spoken and written English
  • Excellent writing, analytical and strategic thinking skills, with proven ability to create and utilize MEAL findings in organizational planning;

We offer
