The Danish Refugee Council (DRC) is one of the world’s leading humanitarian NGOs, working in more than 30 countries to provide humanitarian, development and peacebuilding programs to ensure a dignified life for refugees, internally displaced people, and other communities affected by displacement.

DRC has been registered in Bangladesh since 2013. In response to the large influx of Rohingya refugees from Myanmar in 2017, DRC launched an integrated program of support to the Government of Bangladesh in site management, shelter/NFI and protection.

DRC is currently looking for a highly qualified Protection Manager (General Protection) for a 12-month contract in Cox’s Bazar, Bangladesh (with possibility of extension based on funding and performance). This is an opportunity for an experienced Protection Manager to support DRC’s protection program and large staff team across twelve refugee camps and in two host community settings on the Bangladesh/Myanmar border.

About the job

DRC’s general protection activities in Cox’s Bazar include protection monitoring, case management and community-based protection programming in both refugee camps and host communities. DRC’s general protection program operates in close collaboration and coordination with DRC’s Child Protection and GBV program activities, as well as with shelter/NFI and site management (SMS).

The primary objective of the Protection Manager (General Protection) will be, together with the Area Manager and the Protection Coordinator, to ensure the timely and effective delivery of DRC’s protection activities in the assigned locations, ensuring activities comply with technical standards, and supporting the mainstreaming of protection issues within other program sectors.

The Protection Manager (General Protection) will line manage two expatriate team leaders and 2 national team leaders, and lead a team of over 80 protection staff.

Main responsibilities

General Management

  • Ensure high quality project implementation in accordance with donor and DRC policies, regulations and accountability framework, as well as in line with agreed log frames/indicators, budgets, procurement plans, and work plans.
  • Ensure that allocated budget lines/activities and expenses are regularly monitored and, as needed, action plans with follow-up are developed to correct any over or underspending in a timely manner.
  • With the support of the Protection coordinator, ensure technical guidance and SOPs are in place, and ensure protection activities meet technical standards.
  • Request and follow-up to ensure the required resources are allocated to protection program from relevant departments, such as Logistics, Finance-Administration, Human Resources and Safety, to permit an efficient and effective implementation of DRC protection operations.
  • With the Protection Coordinator), MEAL and Information Management staff where relevant, ensure that ethical and sound data collection and information management systems are in place for appropriate analysis, planning, evaluation, advocacy, and timely reporting.
  • Produce timely high-quality analytical protection reports (e.g. monthly/flash protection monitoring reports) and contribute to regular donor reporting.
  • Help ensure that the protection program is well documented and that the institutional memory of DRC Bangladesh is preserved.

People management:

  • Provide direction and monitor staff in their implementation of the work plan and quality of technical activities, share relevant information and direction to improve quality and achieve timelines.
  • Line manage two expatriate Protection Team Leaders and two national Protection Team Leaders, and oversee a protection team of over 80 staff.
  • Set clear objectives for protection staff under line management and do timely performance evaluations.
  • Conduct recruitment of protection staff as needed, and ensure general protection staff capacity development, including on-the-job coaching and mentoring, as appropriate.
  • Lead expatriate Protection Team Leaders in developing and initiating capacity building plans towards nationalisation of prioritised roles within the team
  • Conduct regular management supervision sessions for staff of the protection unit.

Program Development and Strategy

  • In collaboration with the Protection Coordinator, contribute to protection strategy development and review processes.
  • Conduct needs assessment to ensure appropriate response design, identifying risks (threats, vulnerabilities, capacities), including those related to gender, age and diversity.
  • Assess protection risks and identify needs/problems/gaps and propose timely practical actions to respond to particular protection risks or problems.
  • Work closely with Protection Coordinator and Protection Information Management (PIM) Manager to strengthen and digitalise data collection and processing tools for protection
  • Work closely with Protection Coordinator to develop quality proposals, concept notes, and budgets, as requested.

Monitoring, Evaluation, Accountability and Learning

  • With the Protection Coordinator and MEAL Manager, ensure a MEAL plan is in place and implemented for General Project program activities.
  • Monitor and support adherence to grant work plans, spending plans, and monitoring and evaluation plans, and timely delivery of donor and management reports on general protection activities.
  • Undertake quality control and site monitoring to ensure that services provided are according to international best practice standards.
  • Ensure all monitoring activities are fully documented, including systematic and timely data collection as required under the grant and for DRC MEAL purposes.

Coordination and Representation

  • Represent the DRC General Protection program where agreed with the Protection Coordinator. This will likely include regular coordination and liaison with protection sector, UNHCR protection unit, other protection partners in the field, and government representatives at different levels, as required.

About you

To be successful in this role we expect the following:

  • University or graduate degree in law, social work, political science or other relevant field.
  • An excellent professional track record with a minimum of five years of work experience, with at least three years of overseas experience in a protection managerial role, strong technical knowledge and experience in the areas of DRC’s protection interventions, and significant experience working in refugee contexts.
  • Demonstrated ability to think strategically, prioritize, and meet deadlines in a context with multiple competing priorities.
  • Proven experience in managing large multicultural teams, capacity building and mentoring of staff.
  • Knowledge and experience of protection information management processes and systems, understanding and experience of conducting data collection and analysis, including within protection monitoring, case management and community engagement activities.
  • MEAL knowledge and experience
  • Excellent interpersonal skills and demonstrated ability to establish effective working relations at all levels, in a multicultural team and operating environment.
  • Fluency in English, and excellent English writing ability and verbal skills for project proposals, reports, and communications.
  • Demonstrated ability to deliver high quality analysis, timely reports and technical materials (trainings, program tools and guidelines, etc).

Desirable

  • Knowledge and previous experience of the Rohingya refugee response in Bangladesh or Myanmar
  • Bengali language skills

We offer

Contract length: 12 months with possibility of extension based on funding and performance

Level: F2 (manager band)

Duty Station: Cox’s Bazar, Bangladesh

Designation of Duty Station: Unaccompanied.

Start date: September 2019
