The Danish Refugee Council (DRC) is an international humanitarian organization founded in Denmark in 1956. DRC implements relief and development activities in more than 30 countries throughout the world, assisting more than 1.5 million people of different ethnicities and religions. DRC is a non-governmental, non-political and non-religious organization – and in DRC, people’s right to a life with dignity takes precedence over politics and principles. DRC has been operating in Myanmar since May 2009 and in Rakhine State since 2010, responding to the humanitarian needs in the aftermath of the Cyclone Giri. DRC has recently expanded its programme providing shelter, WASH, NFIs, livelihood support and community assistance to the people affected by the June and October 2012 events in Rakhine State. DRC Myanmar in Rakhine State is funded by ECHO, SDC, DFAT, USAID and UN agencies, including UNHCR, UNICEF and UNFPA.

Team Leader-Protection_ Gender Based Violence Prevention and Response (1-post)

Report To: GBV Program Manager

Reporting for: Assistant -Protection and Officer-Protection

Job Responsibilities

The GBV Program Team leader conduct regular field visits and will be expected to perform the following duties:

PROGRAM MANAGEMENT AND LEADERSHIP:

  • Lead the activity implementation of allGender Based Violence prevention and response activities carried out in the 7 Women and Girls Centers in villages of Mrauk U and Kyauk Taw
  • Oversee the sound implementation of the Gender Based Violence prevention curriculum, the sexual and reproductive health education andthe case managementactivities in the Women and Girls Centers
  • Ensure quality and timely implementation of the Gender Based Violence program activities throughout the duration of the projects
  • Provide technical support and oversight to all the Gender Based Violence prevention and response team
  • Supervise GBV officers, and ensure they comply with their duties and responsibilities
  • Complete donor quarterly reports and draft sections of the GBV project proposals
  • Monitor that project expenditure is on track as per the project budget and spending plans
  • TECHNICAL OVERSIGHT AND STAFF CAPACITY DEVELOPMENT IN GENDER BASED VIOLENCE GUIDELINES

  • Support GBV team members and center based staff in capacity building, GBV prevention and response activities and updating GBVIMS as necessary.
  • Direct the planning and roll out of all psychosocial activities in 7 monasteries in Mrauk and 7 women and girls center
  • Support the GBV manager in the harmonization of tools, resources, activities and methodologies between the emergency response activities and standard programming in the 7 women and girls centers
  • Identify gaps and capacity building needs of GBV team members and field based staff
  • Inform and support the GBV manager in identifying context based information to draft context specific activities, awareness sessions and curricula implemented in the Women and Girls Centers.
  • Co facilitate with the GBV manager trainings on caring for survivors, GBV case management, GBV IMS and other workshops that meet the learning needs of the team
  • GENDER BASED VIOLENCE PREVENTION PROGRAM OVERSIGHT:

  • Supervise GBV prevention officers to ensure that they comply with their duties and responsibilities
  • Provide technical supervision and support to GBV team members awareness raising, focus group discussions (FGD) and other community engagement activities
  • Help the GBV team in strategizing locations of the emergency response, and deciding topicson GBV prevention to be rolled out in each of the womens centers
  • Collaborate in the development of curricula, tools and other resources for awareness raisings, FGDs, women empowerment activities, support groups and community dialogue
  • Draft and produce IEC material in collaboration with GBV officers and GBV Manager.
  • GBV RESPONSE OVERSIGHT:

  • Provide on going and meticulous technical support, mentoring and coaching to case workers and GBV officer to provide quality survivor centered care to women affected by Gender Based Violence
  • Ensure that international standards and survivor centered approach are respected and implemented throughout the case management process
  • Support the GBV team in conducting proper follow up of GBV cases
  • HUMAN RESOURCES:

  • Supervise all assistants and officers- (11 posts) Complete Perfomance Evaluations, Job Descriptions, leave trackers and other DRC tools
  • Support GBV Manager in writing Job Descriptions, publish vacancies , interviewing candidates and follow up on recruitment process for GBV officers and assistants as needed
  • Support GBV manager in the recruitment of GBV officers and GBV assistants as needed
  • Evaluate the performance of GBV officers every 6 months

Qualifications and minimum requirements:

  • University (BA/BSc) degree in relevant field.
  • 4 years' relevant experience working the humanitarian or development organization, with excellent references. At least 2 years working for women protection and or empowerment required
  • Previous experience in working with communities, raising awareness and providing services
  • Experience in faciliating group activities
  • Demonstrated commitment to achieving gender equality, promoting womens leadership and eliminating discrimination and violence against women
  • Willingness to servewomen affected by violence on the basis of need regardless of their ethnic background. Specifically, prepared to work with both Rakhine Buddhist and Muslim communities.
  • Demostrated commitment to the elimination of racism and discrimination against ethnic minorities including muslim population in Myanmar
  • Knowledge about sexual and reproductive health
  • Proven leadership skills and experience supervising staff
  • Experience in social work or counselling is an asset
  • Computer skills, including knowledge of Excel
  • Excellent interpersonal and communication skills.
  • Fluency in Burmese and English. Additional local languages would be an asset.
  • Desirable:

  • Understanding of operational context in Rakhine State.
  • Experience in counselling or reproductive health
  • English written and spoken
