Terms of Reference Assistant Digital Engagement Officer Global Refugee Forum UNHCR, the UN Refugee Agency, is offering a UNOPS contract within the Global Refugee Forum Coordination Team in our Geneva office. The Global Compact on Refugees (GCR), affirmed in December 2018, set out a framework for ensuring more predictable and sustainable burden and responsibility sharing arrangements in the context of large-scale movements of refugees. Key amongst these arrangements is a Global Refugee Forum (GRF), convened every four years with States and other stakeholders. The first Forum will be convened in December 2019, and every two years in between fora, a Senior Officials Meeting is envisioned to take stock of progress and maintain momentum in the implementation of the GCR. UNHCR has formed a GRF Coordination Team to support efforts to maintain oversight of the overall implementation of the GCR and to coordinate the substantive preparations for key events related to the GCR, in close collaboration with the Governance Service. In 2019, the team worked in close consultation with Governance, Bureaux, Divisions, and regional and country offices, and with States and other stakeholders, to develop the concept and process, and substantive contributions for the first GRF. This engagement has resulted in the development of contributions towards the implementation of the GCR that will be announced at the Forum, and has set the stage for a longer-term global advocacy strategy for translating initial contributions into operational practices and expanding upon good practices with a view to developing future contributions. The next step in the implementation of the GCR will be to track progress made in implementation in the areas of following up on contributions and developing new ones with a view to future fora, and implementing mechanisms such as the Asylum Capacity Support Group, the 3-Year Strategy on Resettlement and Complementary Pathways, Support Platforms, the digital platform for the GCR, and indicators for the GCR. This work will be undertaken in the context of the decentralisation/regionalization process and reorganisation of HQ.
