  • I. BACKGROUND

In response to the critical and constantly evolving humanitarian situation in Yemen, DRC, NRC, and ACTED are forming a Consortium which will assume a leading role in the development and implementation of Camp Coordination and Camp Management (CCCM) sector activities. Focusing primarily on CCCM, WASH, shelter, and protection programming at IDP hosting sites, the Consortium aims to improve overall coordination capacity while providing a wide range of site level services through direct implementation and advocacy.

The Consortium Quality Assurance Specialist (CQAS), employed by DRC and reporting to the DRC Country Director, will be expected to lead the Consortium’s Monitoring, Evaluation, Accountability & Learning (MEAL) as well as Information Management (IM) efforts and initiatives. The CQAS will work closely with the M&E focal points from each of the consortium partner agencies and the program implementation teams to ensure effective MEAL practices are applied throughout the project period – and specifically provide technical leadership on related activities such as assessments, evaluations, learning events, and inter-agency accountability systems.

DRC has delivered relief and development programming in Yemen since 2008, focusing on protection, emergency, WASH, and mine risk education programming among other sectors. NRC and ACTED have been present in Yemen since 2012, implementing a wide range of multi-sector emergency response and development activities in various governorates encompassing CCCM, Protection, WASH, Shelter/NFIs, and Education.

        The CCCM CQAS has the following responsibilities within the framework of DRC regulations and operational procedures (including the Code of Conduct, DRC Assistance Framework, DRC Programme Manual, and administrative regulations), approved programme documents, donor contracts and applicable Yemeni laws:

        MEAL

        • Oversee project implementation, with emphasis on ensuring timely and high quality achievement of project objectives by the respective Consortium partners
        • Develop project progress reporting tools and train partners on their use
        • Ensure that Consortium partners’ implementation of project activities aims at achieving key indicators
        • Ensure monitoring systems are in place, including gathering data for case studies and lessons learned
        • Provide guidance on implementation and support harmonization of practices across partners
        • Regularly present M&E findings to the CMU, steering committee, and other relevant stakeholders
        • Ensure that partners provide monthly output trackers and consolidate to provide monthly
        • Strengthen the existing community feedback and response mechanisms across the Consortium
        • Support Consortium staff to strengthen their capacity to implement effective accountability systems
        • Develop a learning strategy and oversee its active implementation throughout the project
        • Actively research good practices and strengthen synergies between activities, partners and other interventions in the same operational areas as the project
        • Actively propose innovative ways to integrate lessons learned at country and regional levels to current and future programming for the Consortium

        Information management

        • Contribute to the development of the Consortium’s information management strategy by reviewing information needs and gaps, and evaluating current information management processes and tools
        • Design/develop, test, maintain, support and improve the IM system that maintains and organizes data on Consortium activities and provides support in reporting, project tracking and data analysis
        • Develop database security measures to safeguard information against accidental or unauthorized damage, modification or disclosure, especially in terms of sensitive beneficiary information
        • Ensure that information systems and processes are compliant with applicable standards and guidelines related to information management and data protection, including ECHO standards and requirements
        • Ensure effective data management by improving existing or developing new data collection tools and methodologies, designing and managing database systems for analysis purposes.
        • Draft information products such as reports, charts and infographics by turning data into graphic products to facilitate the dissemination of information to external stakeholders
        • Train IM system users in data entry, data checking and generation of reports
        • Provide technical expertise in general IM by closely working with the programme, IM and MEAL teams
        • Actively explore options for using technology in beneficiary engagement in displacement contexts
        • Organize and conduct training for Consortium staff on general IM, digital mobile data collection, GIS technology, and innovative approaches to data management

          • A post-graduate degree in international relations, business administration, management, human rights, social sciences, or related field
          • Minimum five years’ active experience in humanitarian programming
          • Previous experience working under complex, multi-sectoral emergency interventions
          • Strong understanding of MEAL in complex humanitarian emergencies
          • Experience in developing & managing IM systems for large humanitarian programs
          • Experience working under projects implemented in consortia
          • Ability to manage large quantities of data using established statistical analysis software
          • Excellent analytical and report writing skills
          • Proven analytical and strategic planning skills
          • High-level communication and interpersonal skills
          • Ability to negotiate effectively between different stakeholders
          • Proven ability in working in hardship environment, with extensive travel to the field
          • A good understanding and experience of context in Yemen is an added advantage
          • Understanding of CCCM, WASH, shelter, and protection interventions in an IDP setting preferable
          • Professional fluency in English is required; fluency in Arabic is considered an advantage
