Can you provide leadership and management support to country managers in Danish Red Cross’ Middle East and Northern Africa team?
Danish Red Cross’ engagement in the Middle East and Northern Africa (MENA) has focus on partnerships in Syria, Iraq, Lebanon, Yemen, Palestine and Libya. Through its partnerships with Host Red Cross and Red Crescent National Societies, Movement partners and other non-Red Cross Red Crescent partners, Danish Red Cross seeks to support capacity development, effective emergency response and sustainable resilience building of vulnerable groups and people.

The 2020 engagement in the region is budgeted at 150 M DKK, and the portfolio counts 23 projects, funded through partnerships with Danida, EU (DEVCO, ECHO), own funds, foundations and other sources. The region is comprised by 6 country teams and a regional support office. The total regional team is approximately 27 staff members – 10 of them reporting directly to the Head of Region.

The Head of Region’s main purpose is to be responsible for the overall strategic direction in the region and for ensuring that Country Managers are performant in their role as managers of the country team, strategy, programming and partnerships. The Head of Region also provides leadership in new initiatives and support implementation of organizational priorities. Two examples are: 1) finalizing a restructuring process in MENA aiming at effective country offices with direct working relation to global technical and finance support and 2) ensuring compliance with agreed operational standards.

The Head of Region serves as Danish Red Cross representative in the MENA region, has line management to the Head of International Programmes and forms part of the extended management group in Danish Red Cross. This group counts three Heads of Region and four Senior Managers based in HQ in Copenhagen.

Main responsibilities:

  • Line Management of Country Managers
  • Provide strategic direction and support the implementation of Danish Red Cross priorities in the region through country managers and staff at the regional office
  • Coaching and performance management of Country Managers
  • Oversight of the overall budget of the MENA region and responsible for the regional office budget
  • Developing partnerships at regional level and support country level partnerships when needed
  • Providing leadership, support innovation and ensure implementation of the final transition towards strong and autonomous Country Offices reporting directly to HQ and global matrices
  • Contribute to and take responsibility of strategic decision making in the extended management group regarding the international operation and broader engagement

Key qualifications

  • At least 10 years experience with strategic leadership, and proven ability to motivate, manage and develop an experienced team of managers
  • Experience with programming and emergency response in fragile context
  • Experience from working with a partnership approach
  • Strong inter-personal skills, ability to give and receive feedback, handle and support conflict management
  • Negotiation and engagement skills
  • Good communication skills and media experience
  • Experience with driving and supporting innovation an asset
  • Readiness to work on flexible times and travel
  • Ability to work professionally in English. Arabic and Danish an asset
  • Knowledge and experience with the Middle East and asset
  • Experience with the Red Cross Red Crescent Movement an asset

We offer

  • A family position presently with duty station in Beirut, Lebanon with regular travel in the region and beyond
  • A three-year contract with possibility of extension
  • The position has reference to the Head of International Programmes, Signe Yde-Andersen
  • Salary and employment conditions are in accordance to Danish Red Cross’s collective bargaining agreement with HK and AC with a salary level between DKK 51,000-56,000 depending on experience and qualifications, including allowances and pension
  • The start date will be 1 April 2020
