About DRC
DRC began operating in Kenya in 2005 with assistance to refugees and displacement-affected communities via implementation of protection and livelihoods activities. DRC works in Dadaab and Kakuma refugee camps, as well as in Nairobi to assist urban-based refugees, and in Mandera County implementing a cross-border resilience programme. In Kakuma, DRC’s programme supports refugee youth and adolescents with life skills, resilience, training and scholarships alongside livelihood and vocational skills development. DRC has recently acquired implementing partner status of UNHCR and will be implementing protection related activities in Kalobeyei camp – which is a new camp opened near the Kakuma refugee camp.

Overall purpose of the role:
The Protection Program Manager will be responsible for designing, planning and overseeing the implementation of all protection activities in Kakuma Refugee Operation which covers Kakuma Refugee Camp, Kalobeyei Settlement, urban refugee caseloads in adjacent towns. The holder of the position will take the lead in developing and planning new protection interventions; implementing protection monitoring, referrals, individual protection assistance and community-based protection responses in a complex displacement context. The Protection Program Manager will also be responsible for engaging with relevant stakeholders and local authorities, and in providing capacity-building trainings related to key protection concepts and issues.


  • Ensure that the design and implementation of all of DRC’s protection activities in the Kakuma Refugee Operation address the priority protection needs of the refugees, other displaced persons and the host community. This will involve ongoing review and analysis of developments that have an impact on the protective environment in DRC’s areas of interventions.
  • Lead and contribute to protection assessments, identification and documentation of protection needs, and liaise with the Area Manager and the Head of Program to inform program design and strategic direction.
  • Oversee implementation of assigned protection projects guided by the approved project documents. This will entail developing and updating detailed implementation plans, work plans and procurement plans and ensuring strict adherence to such plans.
  • Provide technical guidance and direct oversight of all protection interventions in the Kakuma Refugee Operation, ensuring quality and adherence to national and international protection standards and guidelines as well as DRC protection policies.
  • Develop staff capacities on protection issues, conducting participatory protection assessments and monitoring and inclusion of vulnerable groups though training, mentoring and coaching.
  • Develop and facilitate trainings and workshops for the refugee community members and other stakeholders that promote improved understandings of protection issues and ensure the observance of international protection and humanitarian law standards.
  • Ensure that protection concerns are mainstreamed into other sectors of intervention implemented by DRC in Kakuma Refugee Operation.
  • Develop or adapt program and monitoring tools and ensure all monitoring activities are fully documented, including systematic and timely data collection as required under the grant and for DRC MEAL purposes.
  • Ensure that ethical and sound data collection and information management systems are in place for appropriate analysis, planning, evaluation, and advocacy.
  • Compile and finalize donor and internal protection reports and provide regular updates to the DRC Kenya’s Head of Program.
  • Collaborate with the Area Manager and the Head of Program to identify and promote advocacy issues where needed and in line with DRC’s mandate in Kakuma Refugee Operation and ensure internal coordination and harmonization of DRC protection-related activities with DRC Kenya protection programs.
  • In coordination with DRC’s Area Manager, liaise with governmental officials, international and national organizations and site management structures on DRC’s behalf, and represent DRC in relevant coordination structures and promote positive working relationships with partner organizations.

Experience and technical competencies:

  • He/She must have experience and technical competencies: (include years of experience)
  • He/She must have at least 7 years of project management experience, with 5 years of that being experience leading the design and implementation of protection activities, including support to community-based protection structures, integrated protection programming, protection monitoring and analysis.
  • He/she must have minimum 4 years of experience in mid-to-senior level management positions, with experience in the field of humanitarian response working for an international NGO, UN agency or relevant ministry or local authority.
  • He/she must have experience with design and implementation of protection intervention targeting refugees and other displacement affected persons;
  • He/she must have a proven commitment to accountability and quality assurance.
  • He/she must have excellent analytical and writing skills.
  • He/she must have experience with capacity building, and organizing and facilitating trainings and workshops.; excellent interpersonal skills and demonstrated ability to establish effective and working relations with staff members and other stakeholders.
  • He/she must have experience in managing staff.
  • He/She must have experience working in cross-cultural, multi-sector and/or remote environments.
  • He/she must have ability to work well under pressure and in adverse conditions.
  • He/she must have commitment to learning and implementing organizational policies and procedures.
  • He/she must have full proficiency in Microsoft Office; communication skills and the ability to work under pressure to tight deadlines.

  • Minimum Bachelor Degree in social sciences, law, social work, international development, or other relevant field from a recognized institution.
  • Post-Graduate qualifications in areas related to humanitarian work will be an added advantage.
  • Training and experience in working with Enterprise Resource planning (ERP) systems desirable;
  • IT Training in advanced MS Office (Word, Excel, Access); fully proficiency in MS Office packages required;
