Conflict Analysis Regional Specialist

Dansk Flygtningehjælp

Conflict Analysis Specialist - EUTF Project

Home-based (with potential missions in Dakar, Bamako, Niamey and/or Ouagadougou)

Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Conflict Analysis Specialist who can support the successful implementation of conflict sensitive activities in the framework of Border Security Management projects, ensuring that our strategy is informed by sound analysis, with consultations with teams and concerned stakeholders.

About the job

Since 2014, Danish Demining Group (DDG) and Danish Refugee Council (DRC) has been implementing a Border Security Management (BSM) Programme in the Liptako-Gourma region (encompassing parts of Mali, Burkina Faso and Niger) to promote stability, build community and individual (especially among youth-at-risk) resilience to armed violence and conflict. In the border areas of the Liptako-Gourma region DDG’s approach entails ensuring effective, accountable, and responsive border security and management, improved community safety and social cohesion.

In December 2019, DRC/DDG in a consortium with Save the Children, CARE, and local partners KARKARA (Niger), Réseau Billital Maroobé (RBM)1 and its members TASSAGHT2 in Mali, the Conseil Régional des Unions du Sahel (CRUS)3 in Burkina Faso and the Association pour la Redynamisation de l’élevage (AREN) in Niger4, started a new project funded by the EU Emergency Trust Fund for stability and addressing root causes of irregular migration and displaced persons in Africa (EUTF for Africa) to improve stability in the Liptako-Gourma. Responding to a rise in local violence and in armed attacks in the area, the project seeks to improve access to a social protection system and basic social services related to health and nutrition, boost communities’ food security, and support local communities and institutions in fostering social cohesion and promoting conflict-prevention and management.

The project is implemented in the Sahel Region of Burkina Faso in the communes of Dori, Seytenga, Falagountou (Séno Province), and Gorom Gorom and Markoye (Oudalan Province); in the Tillabéri Region of Niger in the communes of Tera, Bankilare, Ayorou, Gorouol and Kokorou (Téra Department); and in the Gao Region of Mali in the communes of Outtagouna and Tin-Hama (Ansongo Cercle). It foresees a conflict analysis per commune of intervention (total 12) in order to identify and better understand local issues, power issues, conflicts and attractiveness of armed violence dynamics that are at work at the local level, dividers and tensions versus connectors and local capabilities as well as influential people able to make an impact on the conflict. These analyses will allow a thorough and contextualized understanding of the specific problems of each commune at the initial phase of the project and to adjust on this basis the actions of the consortium. These analyses should also provide an opportunity to take stock of the existing mechanisms for preventing, managing and mediating conflicts in each commune, and to determine the level of state and decentralized technical services presence and effective operation in the targeted areas.

Your main duties and responsibilities will be:

  • Carry out desk reviews to identify and summarize existing key analysis and baseline studies, academic reports and identify national and regional issues that may have an impact on local conflict and security in the target areas.
  • Design, plan and monitor the collection of data for in-depth analysis of the conflict environment (actors, profile, causes and dynamics), informed by the perspectives of the communities themselves : work with field teams, plan and remotely oversee data collection and inclusive dialogues carried out by DDG staff to ensure highest possible data quality, in liaison with the Regional BSM Coordinator and field project managers.
  • Prepare validation meetings/dialogues in the target areas and participate in some or all of these, together with key staff, contingent on COVID-19 travel restrictions and security situation.
  • Consolidate and submit final versions of conflict analysis reports per communes.
  • Ensure that the knowledge gained from this analysis informs the different steps of the projects, from implementation to monitoring and evaluation
  • Develop conflict sensitive tools and guidance notes to ensure conflict sensitivity analysis and acceptance approaches are safely integrated into BSM programme implementation and monitoring
  • Ensure teams are aware of and trained in tools/SOPs developed
  • Develop rapid conflict analysis tools and guidance notes to ensure conflict sensitivity analysis and acceptance approaches are safely integrated into DRCs programme design, implementation and monitoring
