Overall Purpose of the Role
The Protection Specialist (Protection Monitoring Specialist) will lead and oversee the technical design and implementation of DRC Ethiopia and Djibouti’s protection monitoring activities. The position is required to have significant experience designing protection monitoring strategies, methodologies, standard operating procedures and associated tools. In addition, the Protection Specialist must have demonstrated experience as a trainer, so as to be able to train DRC’s protection staff in the aforementioned, strategies, methodologies, SOPs and tools. Furthermore, the Specialist will provide hands-on support and mentoring to DRC’s field teams as a means to build their capacity and independence. The main expected outcome for this position will be the improved quality of the protection monitoring analysis and reporting capacities of the protection team. The position will work in close collaboration with DRC’s Addis Ababa-based Protection Manager, as well as field-level Protection Managers to ensure technical rigor and the consistent application of best practices in protection monitoring.

Responsibilities

Coordination:

  • Participate in coordination fora at the national and regional levels as requested by the Protection Manager.

Programming:

  • Lead and oversee the technical design and implementation of all protection monitoring activities in Ethiopia and Djibouti in compliance with global protection principles and best practices, and DRC Standard operating procedures.
  • Lead in the design and contextualization of all protection monitoring strategies, methodologies, standard operation procedures and tools, ensuring technical rigor and consistent application.
  • Promote improved understanding of protection issues among DRC staff and relevant stakeholders to support the observance of international protection and humanitarian law standards. To achieve this, and in line with DRC’s anticipated protection activities to be implemented over the course of 2020, the Protection Specialist will play a key role in developing and facilitating trainings and mentoring DRC’s protection monitoring teams.
  • Ensure that ethical and statistically-sound data collection and protection-related information management systems are in place and used for analysis, planning, evaluation, and advocacy.
  • Lead technical components of protection needs assessments, including developing appropriate tools to inform program design as well as to identify risks and vulnerabilities, including those related to gender, age and diversity.
  • Contribute to the strategic direction of Ethiopia’s protection programming through active and ongoing participation in and contribution to strategic planning meetings and development of strategic documents.
  • Ensure the timely and quality delivery of all protection monitoring-related reports and staff contributions to organizational monitoring and evaluation requirements to ensure project quality, relevance and accountability to DRC's beneficiary populations.
  • Collaborate with the Area Managers and the Addis Ababa-based Protection Manager to ensure field-based protection monitoring records and documentation are properly managed and compliant with DRC requirements and best practices.
  • Support staff to integrate protection concerns and awareness in other sectors.

Human Resources:

  • Support recruitment processes for DRC’s protection monitoring teams, and ensure that relevant staffing structures are in place and are reflective of appropriate gender balance.
  • Promote professional development by identifying training and capacity building opportunities and ensure protection staff are well versed in core protection concepts, DRC's code of conduct, accountability, respectful dialogue with the refugee population, and prevention of sexual exploitation and abuse.

Reporting
This position reports to the Protection Manager

Qualifications:

  • Minimum Bachelor’s degree in social sciences, law, social work, international development, or other relevant field from a recognized institution.
  • Minimum of 5 years of experience in the field of protection, with a minimum of 2 years’ experience leading or advising protection monitoring working for an international NGO or UN agency.
  • Proven experience designing and implementing emergency protection interventions, preferably in IDP settings
  • Proven experience in conducting trainings and mentoring of Protection staff
  • Excellent verbal, written and analytical skills in English.
  • Excellent interpersonal skills and demonstrated ability to establish effective and working relations with staff members and other stakeholders.
  • Experience working in cross-cultural, multi-sector and remote environments.
  • Flexibility and adaptability to a rapidly changing operational environment

Languages
:

  • Excellent verbal and written proficiency in English
  • Excellent verbal and written proficiency in French

Conditions
Contract: Nine months’ contract with 6 months maximum in- country. Salary and other conditions are offered in accordance with DRC’s Terms of Employment for international staff graded at Employment Band NM G2

Availability: June 2020

Duty station: The position will be based in Addis Ababa, Ethiopia. This position is non-accompanied.
