DRC has been operating in the Middle East (ME) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Yemen, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office (RO) in Amman.

DRC Yemen’s response

Throughout its nine field offices and a workforce of 450 staff, DRC upholds its main programmatic objectives to provide immediate and life sustaining assistance, to strengthen the protective environment, and to reduce displacement related risks and vulnerabilities by promoting self-reliance at household and community level.

About the job:

The Protection Officer is responsible for the timely, high-quality, and effective provision of protection services in his/her area of intervention. This includes the implementation of the protection activities, monitoring and referral, case management and individual protection assistance (IPA), awareness raising.

Duties and Responsibilities

Responsibilities:

Protection Monitoring

  • Supervise and provide technical guidance to Protection Assistants;
  • Lead scheduling of, and participation in, monitoring missions, in collaboration with the Protection Team Leader;
  • Undertake field monitoring missions to the field and collect protection information on a regular basis;
  • Facilitate interviews and focus group discussions with IDPs, refugees, returnees, migrants, and host community members;
  • Contribute to drafting and updating of regular protection reports including utilizing digital data collection systems;
  • Contribute to reporting on protection trends from the field on a regular basis;
  • Maintain an up to date and in-depth understanding of community dynamics in the communities monitored including of the surrounding host community;
  • Support protection monitoring team’s field access by meeting with relevant stakeholders and local authorities as required, in collaboration with the Team Leader and Protection Manager;
  • Develop and maintain effective working relationships with other INGO, UNHCR, government authorities, and other key stakeholders to ensure active coordination, collaboration, and information dissemination;

Referrals, Case Management and Cash for protection

  • During protection monitoring and victim assistance activities, identify protection needs/risks affecting individuals, households and groups, and conduct internal and external referrals to appropriate service providers according to needs;
  • Ensure service mapping of service providers operating in the area and internal and external referrals pathways are updated in collaboration with the Protection Team Leader and Protection Manager;
  • Maintain the case management database up-to-date; regular review and follow up of referrals, ensuring referral follow up is conducted appropriately with relevant focal points and the service is provided;
  • Request cash for protection where appropriate, fill the cash for protection intake form, and support with the distribution;

Planning and reporting

  • Produce monthly reports and support the Team Leader / Protection Manager in submitting internal reports as per schedule;
  • Prepare and submit weekly and monthly work plans in a timely manner;
  • Support the implementation of monitoring and evaluation tools and report on problems in the implementation of the program;
  • Oversee the tracking and reporting of activities and target achievements in the services under their responsibility;
  • Lead weekly supervisory meetings with team to address any issues and set team plans.

Coordination and representation

  • Develop and maintain effective working relationship with relevant stakeholders including partner agencies, community leaders and service providers;
  • Advocate for the needs of vulnerable individuals both internally and through coordination mechanisms through evidence-based advocacy.

Other

  • Support the Protection Team Leader in monitoring staff working hours, completing performance review with staff, and ensuring respect of DRC Code of Conduct;
  • Any other duties relating to the nature of the job as directed by the Team Leader or Protection Manager;
  • Maintain positive work relationship within the team, and promote team-building efforts in coordination with the Protection Team Leader;
  • Must adhere to DRC’s mission, values, code of conduct including respect for the principles of neutrality, do no harm and non-discrimination;
  • Must treat all partners and beneficiaries with dignity and respect.

About you

  • At least 3 years of experience in protection services or relevant humanitarian action;
  • Ability to provide technical support, trainings and supervision to assistants;
  • Ability to maintain confidentiality, respect, non-discrimination and safety of clients at all times;
  • Strong written and oral communication skills, effective in representation and liaison with external parties;
  • Strong ability to organize work, meet deadlines, maintain composure, work independently and prioritize work under pressure, coordinate multiple tasks and maintain attention to detail;
  • Excellent interpersonal and problem-solving skills, creativity and flexibility;
  • Flexibility in working overtime when needed;
  • Computer literacy (Microsoft Word and Excel);
  • Willing to collaborate with and support people from different ethnic groups and different religions;
  • Demonstrated interest in humanitarian work and supporting people effected by conflict.

Moreover we also expect the following:

Essential qualification:

  • Bachelor/Degree in Social work, Counseling, psychology, or closely related field; proven field experience can be accepted in lieu.

Languages:

  • Fluent English language (read, written and spoken)
  • Excellent report writing skills including editing the work of others.
  • Fluency in Arabic language (written and spoken)

  • I/NGOs, service providers and government services
  • Support teams (logistics, finance, HR)
