About the job

Overall purpose of the role
: The WASH Coordinator is responsible for the strategic development and start-up of DRC’s WASH programme which aims to provide public health assistance and to IDPs, returnees as well as irregular migrants & refugees in Libya. The WASH Coordinator is expected to provide technical guidance, support and quality oversight on all aspects the programme, including strategy and operational programmatic development, capacity development as well as representation/advocacy. The WASH Coordinator is ultimately responsible for the overall quality and impact of the programme. The WASH Coordinator will also participate and represent DRC in coordination meetings, in line with agreed DRC advocacy and programming strategy.

. Your main duties and responsibilities will be:

Responsibilities:

Programme

  • Lead the strategic set up and development of a WASH programme/strategy for DRC’s public health response affecting IDPs, returnees, irregular migrants, refugees and asylum seekers and host communities in Libya. This includes identifying health and hygiene promotion modalities and solutions in an urban setting, developing programmatic responses to identified needs and gaps towards clearly defined WASH outcome.
  • Ensure that the strategy is informed by sound analysis, with consultations with teams and concerned stakeholders and that programmes strategies are devised in promotion of DRC's values, culture and beliefs; and that the strategy is protection, gender and conflict sensitive.
  • Develop and undertake needs assessments to inform program design and strategic direction collaboratively with DRC teams and the sector. Conduct KAP assessments and other rapid needs assessments of the situation to set up DRCs WASH programme (initially in Tripolitania)
  • Develop and review program monitoring and implementation tools/guidance docs such as SOPs, tools and forms on a wide-range of public health/hygiene promotion issues such as IEC material development, community mobilisation, mass campaigns, market based modalities in WASH, school hygiene promotion, infection prevention and control in urban displacement out of camps (UDOC) modalities
  • Lead on the design of hygiene education and hygiene promotion materials in close collaboration with WASH Manager. This includes the development of a mass media hygiene and health promotion campaign
  • Lead on the design of curriculum for community hygiene promoters as well as the training of teachers in hygiene promotion
  • Provide strategic and technical guidance to programme staff in effective on-going monitoring on programme objective/outcomes/impacts, as well as technical standards applicable to specific activities in order to ensure consistency and quality in the implementation of the programme; rendering technical advice for fine-tuning plans/modalities where required
  • Identify and develop strategic and complimentary entry points for DRC’s WASH/Public health programming. This may include exploring and developing strategic partners contributing to quality and scaling up of programmes
  • Quality control; carrying out regular site visits and ongoing discussions with the team to ensure that services provided are in accordance to standards; making recommendations and working with the team to ensure recommendations are applied
  • Play a proactive role in integrating WASH strategy with other sector strategies (CCCM, Protection, WASH & Economic Recovery) to ensure maximum impact; working collaboratively with other technical specialists/coordinators to ensure that minimum protection standards are included.

Representation and coordination

  • Represent DRC towards external stakeholders, including humanitarian partners, donors, authorities, embassies etc. on ongoing protection needs, trends. Act as DRC’s focal point for all coordination forums related to WASH. To this end, coordinate with the WASH Manager & other Sector Coordinators to ensure coherence and efficiency in the representation at both national and local levels and across programmes, making sure to promote messaging consistent with DRC's advocacy strategy.
  • In coordination with the Head of Programme & the Programme Coordination Unit, collaborate with the different entities and focal points within DRC at the regional and global level on programmatic issues related to WASH advocacy. To this end, actively participate in the exchange of best practice and resources and contribute to the development of strategies resources and documents related to shelter in urban setting and advocacy.

Monitoring Evaluation Accountability and Learning

  • In coordination with the WASH Manager, MEAL Manager and the Information Management Specialist, develop information management systems that support the effective implementation of the WASH activities, To this end, define clear programmatic needs and objectives, and support the development of suitable information management platforms, tools and processes.
  • Monitor programme objectives, outputs, indicators and activities – ensuring team remain on track as per agreed donor commitments
  • Ensure learning from the WASH programme is documented/captured, consolidated and disseminated, contributing to knowledge building and sharing within Libya and globally to influence policies and programme planning

Grants Management

  • Work closely with the Head of Programme and the Grants Coordinator to identify funding opportunities;
  • In coordination with the Head of Programme, Area Manager(s), WASH Manager, the Grants Coordinator and the MEAL Manager develop project proposals/CNs and project revisions based on identified gaps and needs as well as strategic priorities. To this end, define programme activities, logframes and budgets based on baseline assessments and internal learning.
  • In coordination with the Programme Coordination and Area team, produce and consolidate donor reports by providing technical oversight on strategic considerations and programme activities so as to ensure accurate, coherent and timely reporting.

Human Resources

  • Provide technical support on the recruitment and the management of all programme staff for the WASH programme, including managerial and non-managerial positions. To this end, develop Terms of Reference (ToRs), develop staffing plan, participate in recruitment processes and performance evaluations.
  • Support the professional development of programme staff by carrying out an learning needs analysis which informs the learning and development plan.
  • Facilitate capacity building for team members and partners to develop stronger protection expertise in-country. This includes coaching, capacity and mentor building and providing technical matrix line management support to protection colleagues.
  • Any other tasks as delegated by Head of Programme

About you

To be successful in this role we expect you to master’s degree in a relevant subject, such as Public health, social sciences etc. Moreover, we also expect the following:

Required

Experience and technical competencies:

  • At least 5-years’ experience in the fields of working for international humanitarian organizations in complex conflict settings, including as a minimum 3-years’ experience in a managerial capacity in public health promotion programming – preferably in the Middle East
  • Previous experience working in context of urban programming displacement in volatile settings. The post holder should have a good understanding of the public health needs of displaced urban communities and of appropriate ways of tackling them. The post holder must be aware of and sensitive to the particular needs of women and irregular migrants/refugees in this context.
  • Sound knowledge of good hygiene practices and of waterborne diseases prevention
  • Demonstrable capacity in public health promotion programming (hygiene promotion and community mobilisation modalities in urban setting, IEC material development, designing campaigns/curricula for behaviour change etc)
  • Demonstrable experience in carrying out KAP surveys and rapid needs assessment and starting up programming
  • Demonstrate ability in conceptual, analytical and critical thinking with the ability to develop programmatic or advocacy strategies towards greater quality and impact
  • Solid experience in project development and management; including ability to lead on assessments, design, implementation, monitoring; with good skills in proposal writing/reporting and budget
  • Excellent technical knowledge of Public Health standards and principles with demonstrated capacity to develop effective responses/modalities to identified WASH needs and in accordance with the relevant frameworks
  • Commitment to integrate gender, protection, conflict sensitivity and accountability into programming
  • Strong capacity in influencing and engaging a range of stakeholders; with proven representational skills and the ability to advocate in line with humanitarian principles
  • Demonstrate ability in thinking creatively and practically to improve the quality of programming and achieve greater impact
  • Strong capacity building, facilitation, and presentation skills – with the ability to transfer skills/knowledge remotely.
  • Ability to work flexibly in a diverse team; with proven leadership skills and adept at creating a strong team spirt.
  • Fluency in written and spoken English.

Desirable

  • Knowledge of Arabic an asset.

Type of Contract: national or expat or consultant

Contract length: 6 Months.

Level: G Band- None Managment.
