About the job

The growing DRC/DDG operating environment in Myanmar makes accountability and transparency increasingly important in the work we do. There is need to ensure that communities receiving assistance as well as other DRC stakeholders have access to a formalized procedure and mechanism that ensures issues and complaints related to Code of Conduct (CoC) are received and addressed in the safest and most responsive way possible.

Reporting to the Country Director and with technical supervision from the HR Manager and CRM Coordinator, the overall objective of the CoC Coordinator will be to:

  • Plan, coordinate, support and monitor DRC Myanmar compliance with policies, principles and quality standards related to DRC’s Code of Conduct.
  • Strengthen procedures related to reporting and addressing CoC misconduct
  • Ensure harmonized and standardized CoC procedures across different areas of intervention and states
  • Improve the capacity of Complaints and Response Mechanism (CRM) and HR teams in managing CoC related activities.
  • Ensure effectiveness, efficiency as well as quality of investigations of misconduct, as defined in DRC’s Guidelines for the Conduct of Administrative Investigations

Geographic scope: Area (Country Office)

This role has a country-wide focus and ensures compliance to DRC procedures and guidelines within the country. The role contributes to the improvement of country CoC approaches, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to country operations.

Specific duties and responsibilities

The duties include, but are not limited to the following:

Response systems

  • Continuously strengthen internal procedures (e.g. reporting flows) for DRC staff and other stakeholders to report suspected misconduct.
  • Ensure that DRC’s stakeholders have safe and trusted access to report suspected misconduct
  • In close coordination with DRC’s Registrar for Code of Conduct (CoC) related cases, ensure that all materials pertaining to reported misconduct are handled strictly in line with applicable CoC procedures.
  • Work closely with the CRM Coordinator to ensure that all sensitive cases received via the FCRM are consistently fast-tracked and entered into the global CoCRM tracker
  • Ensure that intake committee members are duly convened and in a timely manner
  • Issue Investigator’s Terms of Reference in the prescribed formats, defining what is to be investigated and time limits as well as the Investigator’s authority and responsibilities
  • Ensure impartiality and due process during an investigation

Capacity building

  • Adapt/update existing training materials on DRC policy and position related to COC.
  • Carry out training of trainers among HR staff to enhance awareness on Code of Conduct
  • Ensure all DRC staff are trained in DRC’s Code of Conduct to be informed about how to report misconduct; standards they should expect from DRC and; their right to report misconduct
  • Work closely with HR staff in Yangon and field offices to ensure they are effectively inducting staff and creating awareness about DRC Code of Conduct.
  • Where applicable, work closely with HR focal points and line managers to ensure staff, contractors, consultants, volunteers and casual labourers sign DRC Code of Conduct and are provided with an induction session about the same.
  • In close coordination with CRM Coordinator, ensure the CoCRM is advertised clearly through various channels as stipulated in DRC’s Feedback Complaint Response Mechanism (F-CRM) policy framework and that all complaints received via the FCRM are routinely and safely transferred to the CoCRM global tracker.
  • Ensure that the identity of CRM focal points is known among DRC staff and other stakeholders and CoC contact information is made widely available.
  • Strengthening the investigator pool by ensuring it is active and opportunities for training are available for new and existing investigators

Management and coordination

  • Ensure the inclusion of CoC standards in staff contracts, including all contractual arrangements with service providers, consultants, temporary staff, volunteers and casual labourers.
  • Ensure that the job descriptions, terms of reference and/or performance appraisal plans of CRM staff, intake committee and DRC investigators include their CoC responsibilities.
  • Ensure procedures to guard against hiring of persons who have a confirmed CoC violation record are put in place and applied.
  • Assist the Country Director to ensure DRC’s adherence to relevant monitoring/compliance mechanisms such as reporting CoC incidents to donors or other relevant stakeholders, as required.
  • Ensure that global HQ CoCRM compliance self-checks with respect to DRC’s Code of Conduct Quality Standards are done regularly
  • Track all DRC CoC-related activities (trainings, awareness) and ensure that all information is shared with relevant persons.
  • Liaise with other DRC Code of Conduct Focal Points (HQ, region, and country) regarding the implementation of and compliance with the Code of Conduct.
  • Keep DRC’s senior management up to date on CoC related activities and plans.
  • Collaborate with the in-country networks (CoC, PSEA, Anti-corruption Working Groups etc) to engage with other stakeholders, keep abreast of safeguarding developments and promote consistency among organizations and benefit from lessons learned.

Monitoring and reporting

  • Conduct regular spot-checks in country/area offices and in the field to ensure CoC information shared with communities, staff as well as other DRC stakeholders is understood, relevant and useful.
  • As needed, guide MEAL focal points in conducting assessments on effectiveness of CoC procedures
  • With support from DRC’s Registrar for Code of Conduct (CoC), provide brief report on a regular basis to Country Director for dissemination to the senior management team (SMT), as required

Knowledge management and learning

  • Ensure lessons learned are captured and shared with management and utilised to inform future improvement of DRC’s CoC procedures and systems.

Education

  • Bachelor’s Degree in social sciences, humanitarian and/or development studies, or other fields related to this position.

Essential skills and experience

  • At least 3 years of experience within humanitarian safeguarding and accountability work
  • At least 1-2 years of experience working as a CoC focal person in any organization.
  • At least 1-2 years of experience working with remotely managed programming in Myanmar context.
  • Experience of, and commitment to, working through systems of community participation and accountability
  • A strong understanding of the Myanmar context
  • Ability to analyse information, evaluate options and to think and plan strategically
  • Fluency in written and spoken English
  • Good understanding of the DRC/DDG mandate and protection focus and an ability to ensure this continues to underpin our support

Preferred Experience

  • Working knowledge of other languages spoken in DRC/DDG intervention areas

Offer:

  • Starting date of employment:As soon as possible
  • Contract: 1year Contract, including 3 months’ probation period. Possible extension based on performance and funding.
  • Salary Level: G-1 band, 1,533,300 MMK – 2,042,000 MMK per month
