Danish Refugee Council (DRC)
is an international humanitarian non-governmental organization that promotes and supports durable solutions to the problems of refugees and internally displaced persons worldwide.

Since 2014, DRC has been working in Ukraine with the goal of providing immediate support to internally displaced persons (IDPs) and the affected population in the east of the country. The head office of the DRC in Ukraine is located in Kyiv, the program branches are in Mariupol, Slovyansk and Severodonetsk.

DRC Ukraine is looking for a

Livelihoods Assistant
for it's base office located in Mariupol.

This role has an area focus and ensures compliance to DRC-DDG procedures and guidelines within the area. The role contributes to the development of area strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to area operations.

Overall purpose of the role

  • Under supervision of Livelihoods Assistance Programme for Eastern Ukraine (LAP) Team Leader, contribute to the implementation of DRC-DDG livelihoods programmes, namely, institutional capacity building component (provision of support to employment centres and business advisory initiatives) and vocational education component in Donetsk and Luhansk oblasts.
  • Provides administrative or technical support within sector area.
  • Assist the sector officer in ensuring quality of the planning, implementation and follow up of sector activities.

Sector responsibilities: Business training and SME development, business grants, life-skills training, literacy and numeracy training, vocational training, micro-credit loans, savings groups, group enterprise development and facilitation. Support and capacity building of government institutions.

Main responsibilities

Programming & Operations

  • Ensure smooth implementation of the institutional capacity building and vocational education components of the project;
  • Close collaboration with regional and local employment centres during the programme implementation, initial assessment and identification of their needs in Donetsk and Luhansk oblasts;
  • Prepare and execute technical assistance agreements with regional and local emloyment centers, control regular monitoring and evaluate the impact on the supported employment centre institutions;
  • Close collaboration with SME Development Office and identification of the needs of business advisory initiatives on the regional and local levels, control regular monitoring and evaluate the impact on the supported business centres;
  • Organize filing system for the institutional capacity building component, ensure supporting documentation is in place;
  • Participate in the selection process of programme beneficiaries for vocational education grants;
  • Close collaboration with DRC-DDG Support Units in relation to programme activities;
  • Back-up other LAP Assistants when necessary;
  • Cooperate with UN agencies, INGO’s and national NGO’s as needed;
  • Liaise with local authorities as necessary;
  • Perform other tasks as requested by DRC-DDG management.

Administrative and technical support

  • Carry out basic tasks within sector area (e.g. data collection)
  • Carry out administrative tasks
  • Follow given work plans and guidelines

Required experience and competencies

  • At least 2 years of relevant work experience
  • In-depth practical knowledge of the employment centres system in Ukraine, its needs and challenges
  • Good knowledge of livelihoods interventions in Ukrainian context, understanding of possible durable solutions for conflict-affected population
  • Good knowledge of document management standards and regulations
  • Experience in administrative tasks
  • Excellent IT skills: confident PC user, MS Office pack
  • Experience with following standard procedures and guidelines
  • Advanced English proficiency
  • Fluency in local language: Ukrainian, Russian
  • Ability to organize prioritization and planning
  • Capacity to manage stress and flexibility for long working hours
