DRC has been operating in the Middle East (ME) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Yemen, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office (RO) in Amman.

DRC Yemen’s response

Throughout its nine field offices and a workforce of 450 staff, DRC upholds its main programmatic objectives to provide immediate and life sustaining assistance, to strengthen the protective environment, and to reduce displacement related risks and vulnerabilities by promoting self-reliance at household and community level.

About the job:

Responsibilities:

WASH programming

  • Ensure efficient and effective program implementation while following the budget and work plan
  • Participate in preparing regular and ad hoc reports, proposals and budgets
  • Provide technical and professional WASH support to WASH field team and other DRC departments
  • Support governorate & district level stakeholders in planning, orientation, training, and other activities
  • Support to form/reactivate and capacitate the CWMCs and school’s WASH clubs
  • Support the organization of community level sanitation and hygiene campaign, and manage all WASH supplies and IEC materials, as well as their distribution
  • Facilitate the process of capturing, documenting and disseminating project experiences, achievements, and good practice as lesson learnt, case studies, and progress reports
  • Coordinate and engage with key WASH partners (especially GARWSP) and other stakeholders and
  • Maintain smooth coordination and communication between WASH and other projects’ staff members
  • Ensure gender equity and social inclusion in all aspects of WASH interventions
  • Carry out technical quality control of constructed facilities
  • Monitor and supervise construction companies contracted by DRC for execution of projects

Site management and coordination

  • Work closely together with community-based site management committees at sites
  • Support site planning in order to ensure that IDP site residents can live in dignified conditions
  • Monitor sites to identify needs, gaps in service provision, and duplication of efforts at IDP sites
  • Collaborate with relevant internal and external technical experts on sector relevant issues
  • Represent DRC at meetings and other relevant technical coordination meetings
  • Ensure integration with other DRC sectors
  • Support other teams in conducting multi-sectorial assessments of IDP needs
  • Information management
  • Establish, maintain, and actively utilize networks of key WASH informants at IDP sites
  • Support with the timely registration of IDPs, including identification of WASH related needs
  • Maintain a comprehensive database of service and needs related information for each site
  • Analyses site related and contextual information to support DRC MEAL project evaluations
  • Provide, document, and track timely referrals and WASH service requests to key partners

Other responsibilities

  • Support the monitoring of financial commitments and expenditures against budgets, providing timely feedback on budget follow-up
  • Plan and coordinate proactively logistics and movements of staff from at different operational areas
  • Initiate procurements and ensure their execution
  • Ensure distribution plans are prepared and shared with logistics in a timely manner
  • Support the CCCM team in conducting WASH related capacity building
  • Train site committees in site monitoring, especially with WASH related issues
  • Actively participate in development and implementation of protection and gender mainstreaming
  • Perform any other duties assigned by the WASH Team Leader to advance DRC's work

About you

To be successful in this role you must have:

Experience and technical competencies:

QUALIFICATIONS

  • Minimum two years of experience in international and/or local NGO; ideally involved in the direct implementation of field level humanitarian assistance to IDPs
  • Proven skills in building relationships with stakeholders at the community, local, and national levels
  • Good conceptual understanding of gender, protection, and human rights
  • Excellent representation, negotiation, interpersonal, and communication skills
  • Strong team spirit and ability to work comfortably in multi-cultural contexts
  • Good skills with basic software, such as MS Word, Excel, and PowerPoint
  • Knowledge of field specific software, such as AutoCAD and Civil 3D
  • Ability to write reports and situational briefings in English
  • Ability to spend extended periods of time in field conditions
  • Ability to come up with innovative solutions to unexpected and challenging problems

We offer

DRC will offer the successful applicant a contract ends in 28 February 2021, renewable dependent on both funding and performance. You must be available to start work as soon as possible and be willing and able to work in
