DCA is looking for an enthusiastic, organized, and detail-oriented Programme Officer with strong interpersonal skills and an appetite for learning to support the humanitarian program team in the implementation of DCA’s emergency assistance projects through grants management. The successful candidate will have immense potential for professional growth with DCA’s expanding mission in Ukraine. The position will be based in Kyiv and will include periodic travel to field implementation sites in conflict-affected areas of Ukraine.

The Programme Officer will report to DCA’s Donor Relations and Strategy Manager and contribute to grants management, proposal development, partner liaison and programme development. The Programme Officer will also support other relevant colleagues in MEAL and Communication/Media as deemed appropriate.

Specific Duties and Responsibilities:

  • Provide support to DCA’s Donor Relations and Strategy Manager (DRSM) in maintenance of all grants, donor requirements, rules and regulations, compliance and internal and external deadlines.
  • Contribute to writing and coordinating donor proposals and reports in close collaboration with DCA colleagues and implementing partners.
  • Collaborate with DCA’s Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator and ensure that all data collected from the programme is analysed and meaningfully utilised.
  • Assist in building relations and increase visibility of DCA among both donors, partners, INGOs and other key stakeholders.
  • Ensuring that all funded projects meet the visibility and communication requirements of the donor.
  • Support the DCA Ukraine media processes to be shared on various platforms, including social media and websites.
  • Work closely with the Ukraine team to review project specific lessons learned as well as lesson learned from the overall programme and incorporate these in future programming, as appropriate, in collaboration with the Head of Programmes (HoP) and other relevant staff.
  • Any other relevant tasks and responsibilities as delegated by the Country Director, HoP or DRSM.

The applicants we are looking for include:

  • Excellent writing skills
  • Highly motivated with a learning appetite
  • A University degree in a relevant field
  • Fluency in written and spoken English and Ukrainian
  • Teamwork: Strong interpersonal skills and ability to establish and maintain effective working relations with people in a multicultural, multi-ethnic environment with sensitivity and respect for diversity.
  • Planning and organisation: Ability to manage, organise, plan, and implement work assignments, juggle competing demands and work under pressure of frequent and tight deadlines.
  • Professionalism: Sound knowledge of and exposure to administrative and programme management issues.
  • Experience working with data collection tools is a plus but not required.
  • Experience in the field of humanitarian response and mine action, and with grants management is preferred
