Working time Full time

Place of work Frankfurt am Main, Germany

Closing date 23.05.2024

Your team You will be part of the Newsroom Division in the ECB’s Directorate General Communications. The Directorate General has around 250 staff responsible for the ECB’s external and internal communications.

The Newsroom interacts with media outlets, monitors media coverage, produces and publishes the ECB’s communications on its websites and via multiple social media channels and keeps ECB staff informed of internal and external developments. A key aspect of this work is ensuring strong engagement between ECB staff and leadership, especially as we adapt to new working arrangements in the wake of the pandemic. We aim to communicate regularly and proactively. To achieve this we constantly seek new channels and formats which allow us to communicate with staff clearly, transparently and in a timely manner.

We are looking for an experienced Internal Communications Adviser who can bring fresh knowledge, perspective and innovation to the ECB’s internal communications. The Adviser should be capable of devising and implementing effective communications campaigns that help to strengthen ties between the ECB and its staff. In this role you will work closely with our Internal Communications team, including the Team Lead. This team guides internal communications and engagement, measures the impact of the campaigns and develops plans for future communication on matters related to all areas of the ECB.

The ECB is an inclusive employer and we strive to reflect the diversity of the population we serve. We encourage you to apply irrespective of age, disability, ethnicity, gender, gender identity, race, religious beliefs, sexual orientation or other characteristics.

Your role As an Internal Communications Adviser you will:

  • develop and advise on internal communications measures aimed at enhancing staff leadership engagement and raising awareness of the ECB’s policy work, priorities and strategic objectives;
  • implement, coordinate and measure the impact of internal communications campaigns to ensure that they achieve their goals across all employee demographics;
  • propose and implement innovative internal communications tools and formats;
  • provide advice on internal communications issues to colleagues in other business areas, strengthen awareness of the internal communications function at the ECB and support leadership communication.

The position offers you excellent opportunities to work with people in all areas of the ECB and take our internal communications to the next level. You will be part of a multicultural team that strives for continuous innovation to make a positive impact on the lives of European citizens.

Qualifications, experience and skills Essential:

  • a master’s degree or equivalent in communications, journalism, psychology, economics, business or public administration, or another relevant field (see How you can join us for details on degree equivalences);
  • in addition to the above, a minimum of six years’ experience in communications, including responsibilities such as developing, implementing, adjusting and evaluating internal communications campaigns and initiatives;
  • a sound understanding of the holistic and forward-looking communications strategies and tools needed to achieve institutional objectives and an awareness of internal communications trends;
  • a demonstrable ability to lead change communication initiatives and manage sensitive reputational issues and/or communication crises;
  • experience in managing teams of experts from diverse backgrounds;
  • an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.

Desired:

  • familiarity with central banking and/or banking supervision topics;
  • experience working in or with the public sector, especially central banks and financial supervisors;
  • experience of internal social media and multimedia and video production or experience in developing ideas for visual communications (such as infographics).

You engage collaboratively with others. You analyse complex information effectively and can evaluate different views to arrive at solutions. You pursue team goals and can draw on the strengths of a diverse team to get the best results. You facilitate change and can articulate strategic priorities and scenarios for your team.

You are motivated to contribute to the ECB’s mission, to serve the citizens of the EU as a member of a public institution and to work with colleagues from all over Europe. You are motivated to be part of our team and to develop and use your skills and competencies to achieve the aims of this position.

Working modalities The Newsroom often deals with fast-moving events where a rapid response is required. To enable the Division to maintain its business continuity capability, you will occasionally be expected to perform work during non-standard working hours and to work at the ECB’s standby sites.

Further information The contract offered will be fixed-term, the appointment being for 1.5 years from the starting date of the selected candidate.

Temporary appointments may be extended or made permanent subject to organisational needs and budgetary constraints. This may result in a staff member with a non-convertible fixed-term contract being offered a convertible contract in accordance with the ECB Conditions of Employment.

For additional information on this specific vacancy, you can speak to the hiring manager, Paul Gordon, on +49 (0) 172 2535723 between 14:00 and 18:00 on 6 May.
