As a programme manager at Danmission, you help and facilitate our partners' implementation of development projects in Cambodia. You will be working from the Danmission’s Country Office in Phnom Penh. You will head our collaboration with partners on contextual theology for faith and social action. Being successful at the job is about inspiring, facilitating, guiding, and leading development projects together with our local partners – while you connect Danmission’s strategic intents with practical implementation.
Danmission is a Christian organization from Denmark, operating in 12 countries with approximately 70 staff worldwide. Danmission has been engaged in Cambodia since the mid-1990s, and in 2013, Danmission opened a country office and became registered with the Royal Government of Cambodia as a non-profit humanitarian organization. At present, ten staff members are employed in the country office.

Announcement Positions

  • Location: Phnom Penh Capital
  • Schedule: Full-time
  • Salary: The salary depends on negotiations, but the salary range is USD 1,500-2,500 (gross salary incl. benefits) depending on qualifications and experience.
  • Fixed Duration Contract (FDC). The initial contract period is 2 years with the opportunity for renewal for sequential periods depending on performance. The first 3 months serve as a probation period.
  • This is a national position, but local expats can also be considered.

Purpose of the position
Responsible for the development, implementation, and monitoring of projects and cooperation with local partners, including day-to-day contacts with partner organisations’ project staff.
Responsible for preparing applications and reports to relevant stakeholders, including back donors across the Danmission Cambodia country programme. This will take place in close cooperation with relevant staff at headquarters in Denmark.
The job entails working together with Community-Based Organisations, NGOs, universities, and public institutions to engage stakeholders in relation to natural resource stewardship.
The programme manager builds and maintains relationships with local partners and refers directly to the Country Director for management and guidance. You will be part of a programme team in Cambodia and will collaborate with colleagues at the headquarters, for example, the senior thematic advisor and colleagues in other Danmission programme countries.
Danmission’s programme strategy includes three themes: 1) Contextual Theology for Faith and Social Action, 2) Dialogue and Peacebuilding, and 3) Sustainable and Just Stewardship of Natural Resources. This position is related to Theme 3, “Sustainable and Just Stewardship of Natural Resources”, but will be cooperating and coordinating closely with colleagues working on the other themes, especially Theme 2, “Dialogue and peacebuilding”.

Duties
Areas of responsibility and key tasks include the following points.
Programme development, implementation and reporting on projects

  • Responsible for sound management of Danmission programmes and projects related to “Contextual Theology for Faith and Social Action (CTFSA)”
  • Planning of projects and preparation of implementation plans based on the Danmission country programme with a focus on CTFSA and in close dialogue with local partner organisations
  • Responsible for financial project administration in cooperation with finance colleagues
  • Responsible for project monitoring (MEL) during implementation according to Danmission’s MEL systems
  • Responsible for ensuring Danmission standards related to HRBA and equal treatment
  • Responsible for preparing reports to relevant stakeholders incl. back donors.
  • Responsible for cooperation and capacity development with partners including day-to-day contacts with partner organisations’ project staff.
  • Responsible for developing and writing project descriptions and proposals in cooperation with partner organisations and in consultation with thematic and technical advisors when relevant
  • Contribute to, and in some cases be in charge of, the formulation of global funding applications

Programming on the theme “Contextual Theology for Faith and Social Action (CTFSA)”

  • Lead in providing input to programming and knowledge sharing on CTFSA in the Cambodian context
  • Ensure the implementation/anchoring of CTFSA in Cambodia in accordance with the programme strategy and the country programme.
  • Responsible for capacity building of country office staff on CTFSA
  • Contribute with the contextual knowledge and experience related to CTFSA in order to share learning, methods and ideas across countries
  • Build knowledge and experience related to the CTFSA to strengthen Danmission’s engagement in this field
  • Contribute to the ongoing revision of the country programme with a focus on CTFSA
  • Maintain/develop sufficient knowledge in areas related to theme CTFSA.
  • Keep abreast of the theology and faith-related situation in Cambodia and the latest developments in Cambodia related to CTFSA, and keep the Country Director informed
  • Participate in Danmission’s global CTFSA team with colleagues in other countries and at Danmission headquarters.

Communication and stakeholder engagement related to the theme “Contextual Theology for Faith and Social Action (CTFSA)”

  • Minor communication tasks regarding news for Cambodian and Danish audiences on CTFSA
  • Cooperate closely with the other Danmission staff at the Country Office as well as the relevant staff at Danmission headquarters in Denmark.
  • Represent Danmission in meetings with partners and stakeholders, and attend relevant conferences, and coordination meetings as well as engage in donor meetings as agreed with the Country Director.
  • Engage in networking opportunities to consolidate and develop the Danmission representation and work in Cambodia in the field of CTFSA.

Requirements
Professional competencies:

  • Experience with international development cooperation with Christian/faith-based partners
  • Theological knowledge and experience with programme work related to contextual theology and social action
  • Strong theological background on Masters level combined with practical application
  • Competence and efficiency in programme cycle management incl. knowledge of MEL, HRBA and financial management
  • Ability to work with communities and grassroots groups
  • Proficient English language skills to comply with international reporting standards

  • Strong interpersonal, communication and networking skills.
  • Capable of working both individually and as part of a team.
  • Able to create supportive relationships with partners and stakeholders.
  • High integrity and honesty and committed to sound and transparent management standards.
  • Rooted in Christian faith and theology.
  • Good abilities to adapt, listen and cooperate.
  • Ability to represent Danmission among different theological actors regardless of own theological/church background.
  • Flexible, willing to perform other duties and on occasion to work irregular hours.
  • Able and willing to travel work in Cambodia and occasionally outside the country.
