DanChurchAid (DCA) invites applications for the post of Finance Manager (FM) with its Syria Country Programme. The position is for national applicants and will be based in Raqqa.
About the role:
Reporting to the Head of Finance and Support Service, the FM will be responsible for the management and coordination of all accounting and finance related tasks within the DCA Syria Programme in accordance and compliant with organizational policies, procedures and guidelines. You will be expected to manage all budgetary activities and the finance team, establishing, improving and maintaining all necessary systems and processes, as well as training and capacity building of DCA and Partner staff in all field offices and base locations. You will also work closely with Country Programme colleague to ensure that accurate budgetary information is provided in a timely and efficient manner.

The successful applicant will need to demonstrate a positive and self-motivated attitude. The jobholder will also require a level head, problem solving skills, a great deal of flexibility and attention to detail.

The main duties relating to this position are as follows:

  • Provide strong leadership to the Accounting/Finance unit in the Country Offices.
  • Ensure compliance with the organization’s Financial Rules & Regulations and other financial procedures.
  • Oversee, certifying and authorizing payments, expenditures and disbursements, entering all transactions into the FMS Maconomy and ensure that the supporting documents are filed electronically according to internal procedures.
  • Ensure all expenditure is in accordance with the DCA, donor and local law requirements.
  • Ensure regular and timely financial briefings are provided to relevant Manager including budget follow up, variances in spending and budget monitoring status
  • Liaise with relevant Managers on key financial issues for all projects in the country, including co-funding, financial reporting, key variances and any remedial action.
  • Act as focal point for any internal/external audit exercise and ensure all required documentation for financial audits is provided on time.
  • Contribute to the development of donor proposals with regards to budgeting in cooperation with other Managers
  • Proactively identify and act upon capacity building needs of DCA and Partner Finance staff, providing training and other capacity-building activities.
  • Oversee the timely review, posting and closure of monthly and end of year accounts, while verifying accuracy of data and compliance with policies and standards.
  • Manage all financial services (accounting, cash management, payments etc.) ensuring timeliness and compliance with standards of accountability and performance
  • Review financial plans and oversee the budget process/cycle to ensure timely revisions and reallocation of funds.
  • Ensure the availability and timely submission of required financial reports, both internal and external.
  • Manage and monitor the cash flow based on established financial goals and resource mobilization plans.

Applicants must comply with the following:

  • Be a Syrian National and/or have the right to work in Syria.
  • Have a minimum of 5 years of NGO work experience in the finance field with demonstrated capabilities in planning, organizing and executing procurement and logistics operations.
  • Have evidenced experience as a leader, mentor and capacity builder.
  • Possess strong team working and communication skills.
  • Be flexible, culturally aware and sensitive.
  • Possess a good standard of computer literacy including proficiency in Excel, Word, Power Point, etc.
  • In addition to Arabic, fluency in written and spoken English is essential.

  • A 12 month contract with the possibility of extension and a competitive salary package.
