Shelter and Settlement Officer

Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.

DRC has been operating in Ukraine since 2014, currently DRC employs over 800 staff in Ukraine and will continue significant scale-up in 2024 to implement emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.

DRC is currently looking for a Shelter and Settlement Officer in Zaporizha.
About the job
You will implement projects, reporting and evaluation, including: correctly completed and submitted acts of completion, maintaining a register of beneficiaries who received assistance, disaggregated by gender, vulnerability and number per household. In addition, you will be responsible for monitoring the accuracy and timeliness of internal reports, ensuring proper storage of project documentation and tools (electronic and hard copies).

Your main duties and responsibilities will be:
Infrastructure and facility maintenance

  • Oversee and regularly evaluate construction and maintenance infrastructure.
  • Prepare site work plans and supervise temporary works/contractors as required.
  • Consider the environmental impact of infrastructure works, from planning to implementation and take all necessary measures to minimize the impact.
  • Identify infrastructure needs with a focus on improving access to services for vulnerable residents.
  • Pay special attention to the accessibility and special needs of vulnerable groups, including people with reduced mobility.
  • Ensure that all necessary measures are taken to ensure the safety of temporary workers, contractors and building occupants through maintenance and monitoring.
  • Coordinate with other DRC departments to acquire any material resources and identify contractors for site repairs.
  • Carry out due diligence processes for housing, land and property prior to construction or renovation work.
  • Report any gaps and duplication of services to the manager in a timely manner, as well as any necessary upgrades/maintenance to the facility.

Community liaison and reporting

  • In collaboration with other team members, consult with residents and local authorities before undertaking improvements to buildings and facilities.
  • Engage with other team members on complaints and feedback related to protection, maintenance and building and community services.

Main areas of protection

  • Integrate gender, protection and gender concerns into all aspects of work.
  • Support and adhere to policies and guidelines on the prevention of sexual exploitation and abuse (for facility residents, DRС staff, partner agencies, temporary workers).
  • Support and facilitate the participation of women, youth, people with special needs and certain groups.
  • Consult with the community prior to any facility and infrastructure maintenance activities to ensure that activities are implemented in a participatory manner, with the active involvement of community members, especially taking into account the interests of vulnerable groups and people with special needs.

Program and operational activities

  • Ensure effective and efficient program implementation within budget and work plan.
  • Provide technical support and inputs to all housing recovery activities.

Coordination and representation

  • Collaborate with relevant internal and external technical experts on issues related to the sector.
  • Represent the DRС at meetings and other relevant technical coordination meetings.
  • Ensure integration with other DRB sectors.

Logistics/Finance

  • Proactively plan and coordinate logistics and movement of personnel to and from different operational areas.
  • Initiate procurement and ensure its execution.

About you
To be successful in this role we expect you to minimum 3 years of professional experiencepreferably in the field of humanitarian response for an international NGO, UN agency, relevant ministry, or local authority.

Moreover, we also expect the following:

  • Master’s degree in Civil Engineering or another relevant field.
  • Preferably 2 years of practical experience in sector area working for an INGO.
  • Minimum of 3 years of professional experience, as an engineer in charge of construction projects or similar.
  • Professional working proficiency in Ukrainian.
  • Confident user in MS Word, Excel, PowerPoint and Outlook.
  • Skills in GIS software and CAD systems are an asset.
  • Basic knowledge English an asset.

In this position, you are expected to demonstrate DRC’ five core competencies:

We offer

  • Contract length: 12 months, with a 3-month probation period.
  • Designation of Duty Station: Zaporizha (possible business trips).
  • Start date: October.
  • Salary and conditions are in accordance with Danish Refugee Council’s Terms of Employment.
