Monitoring, Evaluation, Accountability & Learning Partnership Officer

Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.

DRC has been operating in Ukraine since 2014, currently DRC employs over 800 staff in Ukraine and will continue significant scale-up in 2024 to implement emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.

DRC is currently looking for a Monitoring, Evaluation, Accountability & Learning Partnership Officer in Kyiv.
About the job
The purpose of the role is to support DRC Ukraine’s partners in fulfilling their monitoring, evaluation, accountability, and learning duties as part of their implementation. This may include supporting the creation and roll-out of processes in coordination with the DRC Ukraine MEAL team. This is with the goal of improving the quality and relevance of assistance delivered in partnerships.

Your main duties and responsibilities will be:
Monitoring, evaluation and learning activities

  • Support in conducting participatory monitoring activities with DRC partners using a varied suite of tools according to the procedures outlined in the Partnerships Manual:
  • In collaboration with partner design a logical framework and a workplan for monitoring activities;
  • Support the development of relevant means of verification for partner;
  • Support the development of data collection methodology and tools for partner;
  • Ensure timely reporting on monitoring activities in line with work plans and project timeline;
  • Regularly undertake field monitoring visits of partner activities;
  • Conduct learning sessions with partners and disseminate their results across relevant departments.
  • Liaise across relevant departments (MEAL, Partnership, Programme) to ensure implementation of partner monitoring activities.

Capacity building activities

  • Conduct capacity assessments for partners and provide support accordingly;
  • Based on the assessment results develop capacity building plan and execute it;
  • Ensure the high quality of data by ensuring the accurate data collection, data entry and upload as well as basic analysis of information through support and capacity building to partner.

About you
To be successful in this role we expect you to have strong analytical skills, understanding of a range of methods for monitoring, evaluation and assessment, and research methodologies; to have the ability to communicate with multiple focal points, and to build the capacity of others. Moreover, we also expect the following:

Required

  • Minimum 1 year of direct experience of monitoring and evaluation.
  • Experience in data collection (for example, through Kobo) and report writing.
  • Experience of working with partners/grantees regarding MEAL.
  • Good verbal and written communication skills.
  • Excellent skills in MS Word, Excel, and PowerPoint.
  • Ability to build support from staff across departments and from other organisations, and to build the capacity of others.
  • Ability to oversee various responsibilities and organize and tackle tasks in order of importance.

Desirable

  • English proficiency.
  • Experience in information management and accountability mechanisms.
  • Experience in conducting capacity-building activities for partners/grantees.

We offer

  • Contract length: 3 month probation period with possibility of extension.
  • Band: H non-manager.
  • Designation of Duty Station: Kyiv.
  • Start date: as soon as possible.

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for National Staff.
