The Database Officer will be responsible for updating and ensuring the accuracy of all data related to the DCA-NCA's Joint Country Programme (JCP) projects in Ukraine. This role involves maintaining databases to track beneficiaries, monitor project progress, and collect relevant information. The Database Officer will work closely with the JCP’s national partner organizations to coordinate the routine collection of data, the integrity of that data, and the harmonization of disparate data points to measure project progress. They will work under the supervision of the MEAL Coordinator and in cooperation with the MEAL officers.

Regardless of the content of this job description the employee is expected to participate in any task necessary for the organization as delegated by their manager.

MAIN RESPONSIBILITIES:

  • Maintain and update databases to track project indicators based on inputs from partner organizations and various data collection tools
  • Ensure accurate and timely data entry and manage data quality checks to avoid inconsistencies or errors
  • Create summary reports and dashboards to analyse data for decision-making
  • Support field teams in setting up data collection systems and digital tools
  • Design and implement data collection forms in collaboration with other programme team members, ensuring they meet programme requirements
  • Regularly compile data for internal and external reports, including donor reports, assessments, and situation updates
  • Train partner staff on database management and proper data collection methods
  • Train other DCA-NCA staff on database management and support them on ad-hoc requests
  • Work closely with programme teams to ensure that data is measuring project objectives and indicators
  • Liaise with partners and stakeholders to harmonize data collection approaches and maintain consistency across projects
  • Ensure all data collection and storage complies with organizational standards and legal requirements, particularly related to confidentiality and data protection (GDPR)
  • Ensure the data management systems are adapted to comply with both national and international humanitarian standardsREQUIREMENTS:
  • University Degree in a related field
  • At least 2 years of experience in database management, preferably in the humanitarian or development sector
  • Experience working with NGOs is highly desirable
  • Proficiency in database management systems, specifically MS Excel
  • Experience with data visualization tools (e.g., Power BI)
  • Experience with mobile data collection platforms (e.g., KoboToolbox, CommCare)
  • Advanced skills in Excel, including pivot tables, XLOOKUPs, and other data analysis tools
  • Knowledge of data protection principles, including GDPR
  • Fluency in Ukrainian (written and spoken)
  • Working ability in English is desired
  • Strong analytical and problem-solving skills
  • Ability to work in a fast-paced environment and manage multiple tasks simultaneously
  • Strong communication skills and the ability to train and support staff with diverse technical backgrounds
  • Capacity to work effectively in a team and under tight deadlines
