POSITION OBJECTIVES
The HR Officer (Military Liaison) will ensure smooth flowing of Human Resource and military registration function particularly for Ukrainian staff , supporting all base locations if needed. Through implementing DCA HR policies and procedures, the HR Officer will ensure that all personnel activities are handled in accordance with DCA, donor, local requirements and legislation. The HR officer will be responsible for keeping all the military records of all the Ukrainian staff, informing all the the staff about the updates in military registration legislation
Regardless of the content of this job description, the employee is expected to participate in any task necessary for the organization delegated by the manager at all times.
MAIN RESPONSIBILITIES:
- Ensure new joiners of Kyiv office have all internal policies acknowledged and signed off all internal policies and all relevant documents upon starting their positions. This includes signing of a Job Description, contract, policies and procedures especially the Code of conduct
- Keeping military records of staff updated
- Verify that personnel and job files are being maintained to the required level in line with Ukrainian and DCA rules and regulations, including recruitment documents, CVs, valid contracts, timesheets, leave days, employee data sheets, disciplinary papers.
- Responsible for Finscan (both for new employees and partners)
- Responsible for filling of administrative documents according to DCA standards and local legislation.
- Receive military registration documents from conscripts, persons liable for military service, and reservists for verification and registration
- Ensure staff contracts are updated on time and that all staff whose contracts are not going to be renewed are informed at least one month prior to the end of their current contract.
- Confirm new staff are trained on timesheet process and HR administration procedures.REQUIREMENTS:
- University degree in Economics, HR, Law, Finance is preferred.
- Acknowledge of keeping military registration records
- Minimum 2 years of experience in Human Resources function (preferably in a non-government organization).
- Good understanding of Ukrainian legislation (labor and civil legislation).
- Fluency in English and Ukrainian, both written and verbal.Work related travels are expected in this position.
