Overall purpose of the role:
DRC Myanmar is looking for a skilled and experienced technical coordinator who will provide targeted and high-quality guidance, support, and capacity strengthening to DRC’s economic recovery programming in Myanmar. The overall objective of Economic Recovery in Myanmar is to build the individual self-reliance and resilience of conflict- and displacement-affected people. The Country strategy aims at addressing immediate unmet needs through direct assistance, while supporting people of concern as they strive to recover or develop new means to generate an income. We adopt a holistic, integrated and contextually adapted approach to support such efforts throughout the displacement cycle, with a specific focus on achieving food security, restoring decent and sustainable livelihoods, and improving financial inclusion.

This is a unique opportunity to take up a key technical role in a dynamic and changing environment, with evolving programmatic implementation scenarios. An aspect of the role will be to develop learning around how best to respond to critical emergency needs using modalities such as multi-purpose cash and voucher programming, while supporting where possible, transition to self-reliant and sustainable livelihoods in situations of protracted conflict and displacement.

Responsibilities:
Strategy Development

  • Lead on implementing – and reviewing/updating as required – the strategies for Economic Recovery, and cash and voucher-based programming, based upon relevant assessments and key stakeholder analysis and consultations, in line with the regional and global strategy

Technical support

  • Provide technical guidance, advice and support to area level programmatic staff on economic recovery and cash and voucher assistance (CVA) programming. This includes leading on or supporting assessment and program design to ensure it is in line with context and needs and integrated into other DRC sectors/areas of intervention as much as possible. The role will also support program set-up, implementation, monitoring, learning and reporting to ensure high quality, timely and more accountable needs, preferences and market-based economic recovery programming on behalf of IDPs or refugees, and their host communities. This will be done primarily via remote support (if an international position), however once access to Myanmar is obtained, or if the candidate is a Myanmar national, field support missions, in person trainings, workshops etc. will all be vital in achieving the objectives of this role. The coordinator will also act as a reference/focal point answering specific technical questions, providing troubleshooting, and addressing challenges, including providing or reviewing methodology, guidance and tools.

Proposal design

  • Support DRC country operations in developing new project proposals, ensuring that proposed design is in line with country-level and regional strategies, draws on established sectoral and inter-agency good practice, methodology and guidance and meets relevant international standards.

Capacity building

  • Adapt and provide training materials relating to economic recovery and CVA programming in line with global interagency and internal DRC resources; provide training, mentoring and capacity building as required, including specifically for DRC country Programme Managers; Assist in designing, organising and facilitating strategic and technical workshops and trainings targeting DRC and partners’ staff, ensure staff capacity across all areas within this job description is developed.

Strengthening partnership approaches

  • Contribute and develop strategic partnerships in line with DRC Myanmar strategy for economic recovery, provide technical support as necessary

Programme quality and learning

  • Review economic recovery activities across Myanmar, working with the MEAL team to measure and assure quality programming and evaluate impact, cost-effectiveness and relevance of specific programmes; provide reports including recommendations for improvements and action plans to be followed up by Programme Managers and staff. Lead and facilitate a collaborative in-country learning process on economic recovery programming:

Representation

  • Actively participate in relevant country coordination fora, and technical, policy and advocacy communities of practice – including meetings relating to Country interagency groups and DRC Myanmar economic recovery grants
  • Closely liaise and coordinate on a regular basis with DRC’s Regional/ Global Economic Recovery team

Experience and technical competencies

  • Degree in development or humanitarian studies or other relevant sector.
  • 3-5 years’ experience with international humanitarian and/or development organisations, including significant experience working on Economic Recovery programming, preferably in contexts of forced displacement
  • Strong, practical, and up-to-date knowledge of:
    • Cash and Voucher Assistance: concepts; terminology; assessment and design methodology; and (digital) operations / implementation,
    • Market System Approaches
    • Market assessment and analysis, including proven ability to support development of market assessments
  • Demonstrable experience in providing high quality in-person and remote livelihoods, cash and market-based programming technical advice and support to country programmes or operations, across the project/programme cycle, including strong ability to apply a theory of change approach
  • Understanding of and experience in developing integrated programming including interfaces between/graduation from emergency cash-based responses with both sustainable livelihoods and protection-oriented programming
  • Strong knowledge of monitoring and evaluation methodology and processes suitable to document the outcomes and impact of economic recovery programming
  • Demonstrable capacity building skills – including specifically with design and facilitation of impactful and contextually-adapted trainings and workshops that can be run remotely
  • Experience working remotely, including an understanding of appropriate tools and processes which can facilitate effective and intentional remote working
  • Experience working in complex institutional environments – and developing close working relationships with a diverse range of colleagues
  • Excellent analytical skills: ability to think strategically, and take a flexible, creative and innovative approach when needed
  • Excellent communication, representation, coordination, training and writing skills
  • Highly motivated and hard-working, with strong attention to detail
  • High degree of flexibility ability to work in rapidly changing contexts and to operate in a physically demanding working environment

Conditions
Contract: DRC will offer the successful applicant a DRC’s Regular contract included 3-month probation period. Renewable depends on both funding and performance. Salary and conditions will be in accordance with DRC’s Terms of Employment. The position is placed in Employment Band G1 - Non-Management.
