DanChurchAid is an independent and humanitarian Danish organization with a vision of a world without hunger, poverty and oppression, in which popular and political powers constantly work strongly and actively for a just and sustainable distribution and use of the earth’s resources. We have been supporting development work in Nepal since the 1980s. Currently we focus on the following themes to improve the life of the most marginalized communities in some of the most remote and vulnerable regions of Nepal, applying a rights-based approach:

  • Save Lives (Focusing on Disaster Preparedness and Humanitarian Response)
  • Build Resilient Communities (Focusing on Resilient Livelihoods and Sustainable Food Security)
  • Fight Extreme Inequality (Focusing on Governance, Human Rights and Empowerment)

According to the new Country Programme Strategy (2022-2026) of Nepal Office, we are committed to two cross-commitments: (i) Gender Equality and (ii) Climate Action.

DCA Nepal invites applications, for below mentioned key position from interested candidates for anticipated USAID-funded Round 04 – BHA/Nepal Early Recovery, Risk Reduction, and Resilience (ER4) Activity. The Activity aims to reduce disaster risk and increase the disaster management capacity of the Government of Nepal (GoN) as well as highly vulnerable disaster-prone communities in Nepal to mitigate, withstand, respond to, and recover from disasters.

This activity is expected to be a three-year program with an initial budget of $9 million, with a potential two-year extension in a second phase, bringing the total budget to $12 million.

The key personnel position is subject to USAID approval. It is also subject to project award and funding. The position will be based in Kathmandu, Nepal.

Chief of Party (COP):
This position will be responsible for leading, overall management and representation of the project in various forums by ensuring the program is compliant with USAID regulations. This role will lead, manage, provide technical direction and assistance in designing, planning, implementing, monitoring and evaluation of the project including partner coordination. This position will collaborate with USAID/BHA in Nepal as a primary focal point of contact, relevant ministries, government counterparts, stakeholders and local partners for effective capacity strengthening at the community, regional, and national levels for sustainability of the project interventions. The COP will lead, supervise and manage the team in work planning, report preparation, performance management and development.

Key responsibilities:

  • Lead the project and the team to provide leadership and technical direction.
  • Develop strategic plans, annual and quarterly work plans, and overall management of the project in line with USAID/BHA guidelines to achieve project objectives.
  • Oversee the implementation of the project, ensuring project results and deliverables align with the project work plan and milestone.
  • As a key focal point of contact, liaise and coordinate between USAID/BHA in Nepal and other counterparts, implementing partners, and Government of Nepal officials. Represent DCA Nepal in various forums as needed.
  • Support the development of strong M&E mechanisms, program monitoring tools and efficient systems to ensure transparency and accountability of the program, reports and deliverables.
  • Ensure compliance with USG regulations, procedures, and DCA guidelines.
  • Lead the documentation and coordination of information dissemination activities to highlight project achievements, learnings and influence decision makers and policy makers
  • Create and promote work environment of mutual respect, discussion on safeguarding agendas/ issues and implementation of safeguarding within the team.

Qualification:

  • Master’s degree in development studies, international relations, or a related field.
  • At least 7 years of progressively increasing management responsibility in international humanitarian and development projects, at least five years of which must be field.
  • Demonstrated experience in adaptive management and learning techniques is highly encouraged.
  • Proven success serving in a leadership role for a project addressing issues related to resilience, emergency response, natural resource management, disaster risk reduction through nexus approach, preferably in South Asia.
  • Proven leadership skills managing projects of a similar size and scope in developing countries.
  • Prior experience effectively managing humanitarian and DRR activities involving implementation by multiple sub-awardees.
  • Demonstrated experience recruiting, developing, and managing staff, as well as experience in managing programmatic and financial reporting.
  • Prior experience working in South Asia, familiarity with Nepal’s DRR governance, social, political, economic, and cultural landscape, and demonstrated ability to build and maintain relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners.
  • An understanding and demonstrated commitment to the importance of diversity, equity, inclusion, belongingness and accessibility.
  • Proven experience building capacity of local NGOs and government bodies.
  • In-depth knowledge and experience of USAID approaches and regulations, system and reporting requirements.
  • Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations.
  • Strong written and verbal communication skills.
  • Demonstrated commitment to PSEAH Policy.
