Shelter and Settlement Officer

Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement-affected populations.
DRC has been operating in Ukraine since 2014, currently DRC employs over 800 staff in Ukraine and will continue significant scale-up in 2024 to implement emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.
DRC is currently looking for a Shelter and Settlement Officer in order to expand operations and respond to future shelter needs in Chernihiv and Chernihiv oblast.
This position will report to the Shelter and Settlement Team Leader.
About the job:
Reporting:
- Follow all relevant project tools, plans, and budgets
- Project implementation, reporting, and evaluation
Shelter Sector responsibilities:
- Ensure the quality of all Shelter activities including the day-to-day supervision of partners, contractors and quality control
- Ensure quality of assessments, procurement documents and scope of work related to shelter activities
Main responsibilities:
- Visiting sites within Chernihiv and Chernihiv oblast to assess the condition of buildings and prepare technical specifications
- Participate in the development of projects for the renovation or new construction of objects (cooperation with design organizations)
- Ensure the quality of the planning, implementation, and follow-up of all technical aspects of the Shelter activities being implemented by DRC
- Execute calculation of materials’ needs / Bill of Quantities (BoQ)
- Monitor the progress of the shelter activities and keep daily records of the Project progress
- Follow up, collect, draft and update on daily basis information required for the weekly, and monthly, reporting system
- Develop and maintain good relations with the persons of concern, relevant stakeholders, and other humanitarian actors, to support adequate implementation and coordination of DRC’s sector activities
- Oversee the entire cycle of construction of private houses from the initial stages to the final commissioning of the object
- Monitor the performance of repair works and compliance with quality indicators by contractors.
Programming & Operations
- Ensure efficient and effective program implementation while following the budget and work plan
- Provide technical support and inputs on all shelter activities
Coordination and representation
- Collaborate with relevant internal and external technical experts on sector-relevant issues
- Represent DRC at meetings and other relevant technical coordination meetings
- Ensure integration with other DRC sectors
Logistics/Finance
- Support the monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up
- Initiate procurements and ensure their execution
About you:
- Minimum of 3 years of professional experience as an engineer in charge of construction projects or similar
- Preferably 2 years of experience in the field of humanitarian response and refugee protection working for an international NGO, UN agency, relevant ministry, or local authority
- Working proficiency in English is an asset
- Excellent skills in MS Word, Excel, and PowerPoint
- Skills in GIS software and AutoCAD are an asset
Required education:
- Degree in Architecture, Civil Engineering, or another relevant field. Significant work experience in the field may substitute a technical degree.

We offer:
- Contract length: Open-ended contract after successful completion of a 3-month probationary period. Extendable depending on performance and funding.
- Designation of Duty Stations: Chernihiv and Chernihiv region with possible short-term business trips to other regions.

- Start date: January 2025
- Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for national staff.
