About the job
Finance Responsibilities:
Payment & Cash-Flow Management

  • Review and processes supplier invoices and payments within stipulated period
  • Check invoices by verifying mathematical accuracy and ensuring that appropriate procurement authorization and supporting documentation are attached.
  • Ensure financial documents are in conformity with relevant financial regulations, policies, and procedures.
  • Manage petty cash and clear cash advances upon request
  • Ensure strict internal controls over cash and safe management.
  • Ensure all payments are made timely and in accordance with existing DRC forms, through DRC Dynamics
  • Ensure all payments meet requirements of National Law and engage with authorities, tax advisors or other stakeholders to ensure tax requirements are met accordingly
  • Monitor bank balance and assist Support Service Manager in maintaining sufficient balance in country.
  • Maintain Payment Tracker
  • Review and Assist in the preparation of monthly payroll in collaboration with the support Services Manager.
  • Submit on a weekly basis all the documentation to the coordination office for payment made in foreign currencies

Accounting

  • Within DRC Dynamics, ensure to update bankbook & cashbooks daily to reflect the actual status of existing cash count and bank balance in all currencies after each payment.
  • Ensure all bank accounts statements are reconciled on a monthly basis
  • Ensure all payments are made timely through the invoicing stage and in accordance with existing DRC forms, through DRC Dynamics
  • Ensure the Monthly Staff Allocation are done according to the Staff allocation Table in the system using the resource scheduling module
  • Perform data cleaning in DRC Dynamics In collaboration with the Support Services Manager on all the temporary account (including but not exclusively, vendor account, intercompany account and all balance sheet account which could represent a risk for DRC such as temporary account, deposit account etc..)

Partner accounting :

  • Assist with collecting, reviewing, correcting and filing all financial progress reports from the partners.

Finance Control

  • As requested, support the development of new proposals with financial information for budgeting
  • Perform spot-checks for Tripoli area expense by cross checking all the PMTs and report to the Finance Manager when re-booking is needed jointly with the Support Services Manager

Archiving

  • Maintain an effective filing system and ensure that supporting documents are complete and organized in accordance to DRC and donor procedures and available for inspection as required.
  • Maintain proper filing of all financial documentation (vouchers, contracts, tender documents, etc.) Hard and digital Copies.
  • Scanning for financial documents as needed and attaching them to Dynamics per each posting.
  • Support the Finance Manager in Donor Audits requests

Supply Chain Responsibilities
In the absence of the Supply chain Specialist, the support services officer could participate and assist the support service manager in the following task:

  • participate in the ongoing joint verification of procured goods and equipment and to ascertain the items conformity to Technical Specifications and Quantities.
  • Assist with checking that all new assets are properly recorded and tagged.
  • Assist with on going Fleet Management tasks.

Other:

  • Prepare and update briefing/induction packages for new staff Ensure that onboarding and exit procedures are made for all staff.
  • Willing to travel to Tunisia for work Assignment
  • Be in the lookout and alert senior management of any changes that could affect DRC practices.
  • Any other tasks and responsibilities assigned by the support Services Manager

About you:

  • Minimum 2 year of relevant work experience in Finance
  • Experience in operating an ERP system.
  • Advanced English proficiency
  • Fluency in local language
  • Good organizational skills & Attention to detail

  • Personal commitment, flexibility and ability to work effectively and harmoniously with colleagues from various cultures and professional backgrounds.
