Senior WASH Officer - Dnipro, Ukraine

DCA is looking for an enthusiastic and experienced engineer to join its WASH programme in the eastern regions Dnipropetrovska and Zaporizka oblasts. Under the supervision of the WASH Programme Manager, she/he will contribute to the efficient and effective WASH implementation of the DCA Ukraine office based in Dnipro by providing technical support local implementation partners as well as to DCA directly implemented projects. She/he will also liaise directly with local stakeholders, authorities, construction companies as well as with other internal departments. She/he will be the focal point for all WASH activities of the DCA Ukraine office in Dnipro.
Responsibilities:
- Planning, design, implementation and monitoring of humanitarian- / infrastructure projects
- Oversee and communicate all WASH activities of the Dnipro office internally as well as externally
- Contribute and monitor contractual engagements of contractors, consultants or local partners
- Provide technical assistance and guidance to local partners
- Evaluate the technical status of projects and propose any amendment steps to achieve project objectives
- Manage relations and communication with relevant authorities as well as internal staff
- Support the timely development of donor proposals
- Communicate with partners for progress monitoring, in support of the programmes MEAL team
- Collecting and facilitating feedback and Lessons Learnt with local partners
- Submit regular technical and organizational reports as required
- Contribute to country office strategies, reviews, action and contingency plans
- Support programme accountability to partners, national government, benefiting communities and donors.
The experience we’re looking for includes:
- Relevant Bachelor’s degree or higher in the field of Civil Engineering, Environmental Engineering, Electrical Engineering or related engineering fields.
- Professional fluency in written and spoken Ukrainian and English is required.
- Minimum 3 year of work experience as a practising engineer.
- Demonstrated skills in planning, organizing, and supervision.
- Excellent interpersonal communication, ability to communicate effectively on culturally sensitive issues to diverse audiences.
- Ability to be proactive and work independently.
- Ability to operate in a high stress and unpredictable environment.
