Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.

DRC has been operating in Ukraine since 2014, currently DRC employs over 800 staff in Ukraine and will continue significant scale-up in 2024 to implement emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.

DRC is currently looking for a Liaison Officer in Kyiv.
About the job
This position will be in charge to coordinate the registration of all projects that must be recognized as international and technical assistance (ITA) projects. This includes liaising with state beneficiaries and preparing documentation for submission to the Secretariat of the Cabinet of Ministers of Ukraine (SCMU).

In addition, the Liaison Officer will support the Legal and Liaison Manager with various administrative and legal tasks.

Your main duties and responsibilities will be:

  • Project Registration & Documentation: Draft and prepare necessary documents for project registration, including memoranda, partnership agreements, letters, and petitions.
  • Support to Other Departments: Assist in preparing project procurement plans, descriptions, agreements, and donor requests in compliance with national legislation.
  • Project Monitoring: Oversee all stages of the project registration process and ensure timely completion.
  • Reporting: Prepare and submit semi-annual reports on project implementation to stakeholders.
  • Re-registration & Amendments: Manage re-registration of projects and handle amendments to registration documents.
  • Stakeholder Communication: Draft written requests and responses to stakeholders.
  • Documentation & Record-Keeping: Maintain a registry of project registration and ensure proper storage of all related documentation (both electronic and paper).
  • Legal & Administrative Support: Collaborate with the Legal and Liaison Manager on a variety of legal tasks, document drafting, and procedural oversight.

About you
To be successful in this role we expect you to have 2 years of experience in international organization or project management and you have a university degree in Law, international relations or business administration.

Moreover, we also expect the following:

  • Experience in information management, agreement management, or project management.
  • Familiarity with international aid to Ukraine.
  • Ability to represent the Danish Refugee Council (DRC) in interactions with government officials, local groups, and community members.
  • Fluency in Ukrainian and advanced proficiency in English.
  • Proficiency in MS Word, Excel, and PowerPoint.

We offer

  • Contract length: Open-ended contract after successfully completing a 3-month probationary period.
  • Band: H nm.
  • Designation of Duty Station: Kyiv.
  • Start date: As soon as possible.
  • Salary and conditions are in accordance with Danish Refugee Council’s Terms of Employment.
