The Red Cross Red Crescent Movement is the world's largest humanitarian organization, and we are looking for a Health Programme Delegate in MENA Region. As Health Programme Delegate in Red Cross you will be responsible for a portfolio of current activities involving different health interventions. The delegate will play both a technical role in providing guidance and quality assurance across the health portfolio, as well as be responsible for the day to day project management of grants within the portfolio.
DRC has been present in Lebanon since 2013 initially in response to the regional refugee crisis triggered by the war in Syria but more recently also in response to the deterioration of the humanitarian situation caused by economic collapse and escalating conflict, affecting all population groups. The DRC Lebanon team supports the host National Societies (NSs) through which all Programmes are implemented. In Lebanon, the Host National Society is the Lebanese Red Cross (LRC), while DRC also partners with the Palestine Red Crescent Society – Lebanon branch (PRCS-L) on both health and Psycho-Social Support (PSS) interventions.
LRC has scaled up its health interventions in response to the escalating conflict in Lebanon. This includes strengthening of LRC’s Emergency Medical Services (EMS) and supporting the development of a financial sustainability roadmap to broaden sources of income. DRC is also supporting the rollout and adaptation of LRC’s ‘Primary Health Scale-up Programme` aiming to significantly improving the scope and quality of health services provided through its network for Primary Health Care Centers and Mobile Health Teams. DRC has supported the development of the Scale-up Programme from the beginning and the continued improvements and roll out of the Programme will be a key priority for both the Health Programme Delegate and the Country Team. DRC is also launching with LRC and PRCS-L an ambitious Non-communicable Diseases (NCD) Programme which will work at the clinical and community levels. Adjusting the Programme to the changing context, ensuring timely implementation, and maintaining strong relationships with donors will also be a key priority for the Health Programme Delegate and the Country Team.
The current DRC team in Lebanon consists of a Country Manager (CM), a Health Programme Delegate, a Programme Coordinator, and MHPSS Coordinator and a Finance Coordinator. The Health Programme Delegate reports to the Country Manager. The Health Programme Delegate will also be part of the global DRC Health matrix coordinated from DRC HQ. The DRC health matrix consists of a team of health practitioners from HQ and the field responsible for strategic development within the DRC health sector - as well as provision of technical support to the operations and sharing of information/materials with a broader community of interest.
The Health Programme Delegate will be a key member of the Country Team with the possibility to influence the overall partnership approach, strategic direction and portfolio development. The Health Programme Delegate will be responsible for further developing and implementing the health programme portfolio in cooperation with both LRC and PRCS-L.
Your main tasks include:
- Develop a strong partnership with both LRC and PRCS-L.
- Develop strong cooperation with the other DRC team members and contribute to the team’s Country wide objectives.
- Manage the current DRC-supported health Programmes in relation to Primary Health Care (including Mobile Medical Units, NCDs) and Emergency Medical Services (EMS) while ensuring the overall technical quality of these Programmes.
- Proactively support the capacity development of the health departments of both LRC and PRCS-L.
- Ensure capacity building efforts are well coordinated in the country with IFRC and other partners.
- Contribute towards the development of new partnerships and new funding opportunities with both institutional, corporate, and private donors - in cooperation with the Country Team.
- Support the Country Team with the development of new health interventions and Programmes - including writing of proposals.
- Contribute to developing strong relationships with existing donors specifically, Danish MoFA, The Danish Embassy in Lebanon, Novo Nordisk A/A and the Novo Nordic Foundation – based on good reporting, frequent meetings and understanding of the donor’s requirements.
- Prepare for and support emergency health interventions should they be needed.
- Further develop DRCs ability to support NCD Programing both with LRC and PRCS-L.
- Facilitate partnerships and consortia with private sector, research institutions, movement partners and other humanitarian actors in Lebanon especially in the area of NCD and in relation to a research component included in ongoing projects.
- Actively engage with DRC health advisors at Head Quarter - and elsewhere in the Health Matrix - to promote institutional learning.
- Work closely with other DRC Programme delegates to promote that Mental Health and Psychosocial Support (MHPSS) and Protection Gender and Inclusion (PGI) is adequately mainstreamed within existing health interventions, with a focus on the relation between MHPSS and NCD.
As Health Programme Delegate you will become part of a team of engaging and passionate colleagues in MENA Region. MENA Region and also part of the global DRC Health matrix coordinated from DRC HQ. As Health Programme Delegate you will refer to Country Manager, Mera Thompson.
The Health Programme Delegate will be based in [area/country] in the DRC Country Office currently co-located within the Lebanese Red Cross HQ in Beirut, Lebanon and currently this is a non-family duty station.
We believe that you fit this position, if you:
- Hold an academic degree at master level in public health, medicine, nursing, global health or similar (a bachelor’s degree with an additional two year’s or relevant work experience).
- A minimum of 5 years relevant experience with community and primary health care Programmes.
- Documented experience with project management including Programme development, financial management, reporting, donor reporting and partnership management.
- High proficiency in the areas of Programme proposal development, Programme assessments, reviews and evaluations.
- Experience working in fragile and humanitarian contexts.
- Experience with implementing Programmes through Local Partners.
- Excellent written and spoken English.
- Solid technical knowledge and skills and previous experience with NCD Programing and with development of NCD funding proposals and project reports will be considered a strong asset.
