Grant Manager in Vilnius, Lithuania

Danish Cultural Institute is looking for a Grant Manager to work on Civil society development / Cultural support project. The position is open in Vilnius, Lithuania, from 1 March, 2025 for a period of 36 months.

The Grant Manager will play a vital role in providing effective support to Belarusian civil society organizations by financing their activities through grants. The Grant Manager will be responsible for launching, supporting, monitoring, and verifying the reporting of grantee projects through the grant management software in alignment with donor requirements, best practices, and internal procedure manuals.

Key Responsibilities
Preparatory Stage for calls:

  • Develop and prepare the rules for applicants, assessments and selection, as well as the online application and budget forms for each call according to the thematic priorities defined by Project Management.
  • Develop call announcements and participate in the development of a strategy to promote information about the call.

Application and Selection stage:

  • Provide advice to applicants on call requirements and application procedures.
  • Collect applications via grant management software (GMS).
  • Verify applications for compliance with formal criteria.
  • Submit applications and assessment/scoring guidelines based on EU FSTP standards to experts for evaluation in the GMS.
  • Manage application workflows in the GMS.
  • Submit the full set of competition documents for approval by the Selection Committee.
  • Inform applicants of their application status.
  • Attend Selection Committee meetings and record decisions made during these meetings.
  • Relay approved applications to the Financial Manager for contractual and financial procedures.
  • Coordinate activities with the co-applicant (Belarusian Council for Culture) staff regarding overall FSTP management.

Implementation Stage:

  • Provide advice to FSTP grantees on the implementation of activities, their extension and any proposed changes.
  • Participate in resolution of complex issues during implementation.
  • Review and approve subgrantee narrative reports – interim and final.
  • Provide timely information to the Project Manager on the status of ongoing projects.
  • Actively interact with the Financial Controller, receiving and transmitting information related to project implementation and subgrantee reporting status.
  • Maintain comprehensive and detailed records of distributed grants.

Reporting:

  • Submit regular reports to the Project Manager, including progress summaries, challenges, best practices, and recommendations.
  • Collect and review interim and final subgrantee reports, providing feedback on improvements.
  • Prepare a final report summarizing support provided through the FSTP mechanism, including data to assess results and impact.
  • Support monitoring and learning activities, including collaboration with auditors and evaluators.
  • Provide accurate, up-to-date information for evaluation purposes.

Required Skills and Experience:

  • Bachelor’s or Master’s degree in humanities or public administration/management.
  • Minimum 2 years of experience in grants management, preferably with EU-funded projects. Experience with Outcome-based contracts (OBC) is an advantage.
  • Excellent knowledge of the Belarusian operational environment, including civil society development in fragile contexts, exiled organizations, and security considerations.
  • Proven skills in book-keeping, logistics, and administration.
  • Familiarity with Grant Management or Financial Management software.
  • Strong interpersonal and communication skills.
  • Fluency in English and Belarusian or Russian.

Offered Remuneration:
Indicative monthly salary: up to 3000 EUR (gross amount), depending on qualification.
