Protection Team Leader - GBV

The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC launched an integrated program of support to the government in site management, shelter/NFI and protection. In 2018, DRC started implementing aid projects in support of the host communities most affected by the influx of refugees. As a key part of this, DRC opened an area office in Cox’s Bazar, and a country office in Dhaka.

POSITION PROFILE
The Gender-based Violence Team Leader will be supervising and providing technical support to a team of GBV Prevention and/or Response Officers and Assistants. His/her role will be to provide technical oversight into the development and implementation of GBV prevention and response activities in at least two locations. The GBV TL will report directly to the Gender-based Violence Project Manager for both technical and operational concerns.

DUTIES & RESPONSIBILITIES
Project Development and Implementation

  • Lead on the implementation of all gender-based violence Prevention and Response activities carried out in WGSS, outreach and community centers in camps and host areas.
  • Provide guidance and management to field teams so that all the protection projects adhere to the GBViE Minimum, Standards applicable DRC Global Protection guidance technical guidance and operationalization by DRC Bangladesh Protection Coordinator and GBV Manager and the Cox’s GBV Sub-Sector
  • Ensure quality and timely implementation throughout the duration of the project, delivering on project goals and targets while following project workplans and directions set by the Manager.
  • Collaborate in the development of curricula, tools and other resources for GBV prevention and response activities; and integration and collaboration initiatives with other DRC sectors
  • Support innovative problem solving and strategy development to address complex issues relating to the safety and wellbeing of people affected by gender-based violence and discrimination (such as context related IPA abiding by the guidelines).

Supervision and Capacity Building

  • Provide technical supervision and promote wellbeing among caseworkers in accord with the IASC GBV CM and CCCS guidance documents and operationalization within DRC
  • Participate in technical support and project evolution sessions for social behavior change and norms change programming including in men and boy engagement
  • Provide technical support for WGSS and outreach programming implemented by GBV staff in consultation with women and girls
  • Support ongoing refinement of activities with sexual and gender minorities in response to their expressed needs
  • Provide daily technical support, mentoring and coaching GBV staff in accord with their profiles
  • Providing situation specific technical feedback and supervision based on field visits.
  • Proactively identify gaps and capacity needs of GBV field staff, contribute to arrangement of trainings, purposively select participants for external trainings and ensure replication based on team technical priorities.
  • Deliver formal internal and external trainings based on technical trainings received and prioritized in collaboration with the Manager.

People Management and Support to Project Management

  • Supervise Officers, complete performance evaluations, well-being development and leave trackers, and other DRC tools.
  • Support the GBV Project Manager in the recruitment of GBV Officers and GBV Assistants as needed.
  • Evaluate the performance of GBV officers every six months.
  • Ensure effective planning and quality implementation of the sector.
  • Ensure daily monitoring of area.
  • Support the monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up.
  • Proactively plan and coordinate logistics and movements of staff from and to different operational areas.
  • Initiate procurements and ensure their execution.
  • Ensure distribution plans are prepared and shared with logistics in a timely manner.
  • Managing cash advance in compliance with Finance and donor requirements and internal technical guidance on Cash for Protection.

Data Management, MEAL, and Donor Reporting

  • Coordinate data entry of all activities by direct reports and contribute to ongoing discussions and initiatives to ensure they are fit for purpose.
  • Produce all quantitative and qualitative reports with the substance and frequency defined by the Manager accurately and efficiently.
  • Conduct timely and accurate sectorial reporting as delegated by the Manager.
  • Collaborate with the GBV Manager to provide inputs/feedback for donor reports and GBV sections for proposals.
  • Prepare additional reports requested by or agreed on with the Manager based on program needs (e.g., EMAP monthly observation report, consultation reports when opening new locations, input to Advocacy, etc.).
  • Support the protection assessment and ongoing risk analysis to design adequate responses.
  • Support the volunteer payment procedure and liaise with IM to maintain the database.
  • Maintain the data in the tools in place by supervising the field team on data entry and generating regular reports for information management, MEAL, and subsector reporting purposes.
  • Demonstrate progressive autonomy in adapting to changing MEAL and subsector reporting purposes, with a sensitivity to AGD mainstreaming.
  • Draft the quantitative aspects of all reporting, including donor and government reports.
  • Maintain and manage the Internal Indicator Performance Tracking Tool (IPTT), monitor project progress monthly, and report discrepancies to the line manager.
  • Ensure compliance of information systems and processes with applicable standards and guidelines related to information management and data protection, including Protection Information Management (PIM) standards and principles, DRC’s internal guidelines, DRC Bangladesh data protection policy, asset use policy, and the Information Sharing Protocol, IASC Case Management, and MHPSS Guidelines.

Coordination and Representation

  • Work closely with the other Protection programme components to maximize output and impact including exemplifying GBV standards in intersectoral collaboration integration.
  • Collaborate with relevant internal counterparts in other sectors on sector strategy and implementation relevant issues.
  • Represent DRC at relevant technical coordination meetings and appropriately involve DRC counterparts.
  • Initiate and follow up bilateral relationships with key stakeholders for programme implementation.
  • Promote integration with other DRC sectors.

Safety

  • Comply with all global and location-specific safety rules, policies, and procedures. Report safety incidents, near-misses and other relevant information to the safety team as shall be briefed during onboarding. Failure to adhere to these is a disciplinary offence while it may also leave the position holder, their colleagues and DRC Bangladesh, at risk.
  • Additional responsibilities include ensuring team members’ safety while they perform duties on behalf of the organization. As a manager, position holder needs to be proactive, take highest level of precautions at their disposal for safety and seek support from the safety team or even senior management team if deemed necessary.

SKILLS AND EXPERIENCES

  • Overall, 3 years of work experience with a minimum of 2 years’ experience in GBV, MHPSS and/or Protection field including Legal Aid.
  • Experience in Cox’s Bazar humanitarian response is required.
  • Experience working with UN and/or Non‐Governmental organizations.
  • Evidence of core and behavioral competencies; and professional competencies applicable to GBV case management supervision, operationalizing GBV prevention programming including addressing root causes and assisting in programme management with reference to the the GBV AoR GBV Core Competencies for GBV Specialists
  • Sensitivity to AGD specificities including minority SOGIESC
  • Good communication and capacity-building skills.
  • Computer skills (Microsoft office suite) including Excel and PowerPoint
  • Good organizational and management skills.

EDUCATIONAL QUALIFICATIONS

  • University education in Psychology, Social Work, Sociology, Anthropology, Gender Studies, Law, or related field.
  • Master’s level in Law, Psychology, Gender Studies or closely related field preferred.

LANGUAGES

  • English – (Fluent in writing and speaking)
  • Bengali – (Fluent in writing and speaking)
  • Ability to speak at an intermediate level in a regional dialect with camp residents.
