The role:
We are looking for a passionate Community Development & Livelihood Programs Manager to join our team of industry experts to support the development of offshore wind projects in Philippines. This role will be under a local contract and will be based in Camarines Sur. Occasional travel to our office in Manila will be required.
The Community Development & Livelihood Programs Manager will lead the design and implementation of inclusive and sustainable livelihood and community development programs for one of the Philippines’ pioneering offshore wind projects. This role is central to ensuring that local communities benefit equitably from project development. The successful candidate will manage the project’s livelihood restoration strategy, community partnerships, and socio-economic initiatives aligned with international ESG standards and good practices.
Your key responsibilities will include:
- Lead the planning and delivery of the Livelihood Restoration Strategy, including resettlement and livelihood mitigation planning, aligned with IFC/ADB standards, Philippine guidelines, and project goals – achieving measurable income restoration for affected households and fisherfolk.
- Design and implement community development programs (enterprise, skills, market/finance access) with local institutions, private sector, and community groups.
- Oversee social impact assessment, participatory planning, and integrate commitments into the ESMS; anticipate and resolve implementation challenges.
- Build strong partnerships with LGUs, BFAR, TESDA/DTI/DOLE/DSWD, NGOs, and academe; represent the project in public meetings and ensure transparent, inclusive engagement (women, youth, vulnerable groups).
- Establish M&E frameworks and reporting; manage the grievance mechanism for resettlement/livelihood issues to ensure timely resolution and proper documentation; prepare periodic reports and lender compliance updates.
- Provide leadership and project management across work plans and budgets; supervise field/community teams and partners; ensure efficient resources, documentation, timelines, and codes of conduct.
Your experience:
- Have a bachelor’s degree in community development or social sciences.
- Have at least 7-10 years of experience in community development, livelihood restoration, or social programs (preferably in energy, infrastructure, or rural sectors).
- Have proven leadership in managing multi-stakeholder partnerships and field teams.
- Have strong project management skills in planning, budgeting, scheduling, risk management, contract oversight, and performance monitoring.
- Have experience in program design, monitoring and evaluation, and lenders’ reporting, with familiarity in IFC PS1/PS5, ADB SPS/ESF, and relevant Philippine programs.
- Have excellent communication, facilitation, and conflict management skills in English and Filipino, with empathy, patience, and adaptability (knowledge of Bicol dialects an advantage).
