Client Representative Consultant for Offshore Wind Projects

The Role
As a client representative for offshore wind projects, you will be joining our international team and working full-time with one of our clients. In this client representative job, you will represent the client on board the contractor’s vessel during the execution phase of offshore development projects. This key position involves ensuring that all activities comply with client expectations and meet the agreed standards.

Responsibilities
Before the mobilization onboard the vessel performing the Work, each CR shall have read, understood, and be familiar with the following:

  • Employer specifications and requirements, the scope of Work, the relevant method statements, ITP, and Risk Assessments as required
  • Review and ensure compliance with RAMS and QHSE documents before and during the execution phase
  • Contract clauses related to the execution of the Work
  • Any other specific points of attention raised by the Project.

In addition, CR shall be familiar with and skilled to achieve the following tasks as part of their role to assist and represent the Employer:

  • Coordinate vessel inspections, verify consistency and completeness of vessel compliance reports, and implementation of all corrective measures.
  • Supervise vessel trials and pre-operation tests and specific vessel preparation.
  • Verify the readiness of the vessel and the equipment before starting any operations
  • Assist the shore base in establishing the Employer personnel rotation plan to cover the vessel campaign.
  • Participates in hazard assessments for any activity involving the vessel.
  • Verify completeness and consistency of the dossier of all deliverables/documents/procedures applicable and required for the Work.
  • Verify the completeness and consistency of all SIMOPS/COMOPS dossiers required for dedicated operations and coordinate with headquarters for any SIMOPS/COMOPS purpose.
  • Ensure proper coordination with MWS as required prior to vessel mobilization.
  • Verify Employer-provided items available for operations.
  • Participate in the selection of representatives onboard the vessels
  • Deliver Employer’s project safety brief/commitments to all vessel crew before commencing works

As part of their role to supervise the Work, the CR is responsible for the following tasks:

  • Ensure that the work is carried out by the Contractor as per the approved method statements and associated risk assessments:
  • Ensure that the weather limits are correctly monitored as contractually defined and recorded in the contractor’s DPR.
  • Ensure storage and transmission to the Employer of those parameters.
  • If the contractor does not follow procedures, follow and implement the Contractor’s change management procedure.
  • Validate any change to these procedures and requirements per applicable MOC-specific procedures.
  • Be responsible for NCR mechanism implementation by Employer on board vessel,
  • Attend daily meetings with the Contractor, analyse work progress, and validate all sequence/planning changes.
  • Maintain and record all parameters relevant to validating the satisfactory completion of the work, including offshore as-built records satisfying the QA and final reporting requirements of the project on board the vessel.
  • Assess, report, and declare satisfactory completion of the Work, with intermediate validation when applicable and following the project-specific Certificate / ITP acceptance process. When applicable, list deviations and hold points and liaise with the employer regarding outstanding items.
  • If needed, manage and coordinate MWS services activities onboard vessels.
  • Review/comment/sign Employer/Contractor’s Daily Progress Reports (and more generally, all Contractor’s documentation issued onboard);

As part of their role onboard, the Client Representative (CR) in the client representative job shall:

  • Participate in safety walks with client and contractor HSE representatives, promoting proactive safety and quality management.
  • Attend and participate in daily meetings, toolbox talks, and safety discussions to monitor and ensure the safety and quality of work.
  • Liaise daily with offshore construction management of the Employer, as well as the Installation coordinator of the package, following daily calls/reporting as required by the Project
  • Represent Employer towards potential third parties (maritime authorities, customs, visitors) coming onboard or at port-call;
  • Follow-up management of the interface of all marine assets working on the Site, including Contractor, third-party vessels, support vessels, and Employer’s other Contractor vessels.
  • Follow up and interface management with all logistics support activities of the Employer and any other party that could interfere with marine operations (e.g., fishermen).
  • Track the Employer items on board and coordinate with relevant team representatives for any required purpose.
  • Liaise with the Marine coordination to Prepare/validate the access permit as required.
  • Coordinate Employer personnel transfer with onshore logistics.

In addition to the above list of actions, the CR in this client representative job shall carefully report any events occurring on the vessel and shall, as a minimum:

  • Daily: Fill out the internal Employer’s Daily Progress Report with exhaustive comments that cannot be captured on the Contractor’s DPR.
  • Maintain and share a document with other CRs onboard and the Package to capture any improvement, lesson learned, HSE observation along the operations onboard, and any proposal to add for future campaigns to increase the operations’ efficiency.
  • Maintain and share with other CRs and the Package a file with all pictures taken onboard
  • At each end of the rotation, prepare a handover dossier with the complete set of DPR, Observations, and documentation to be used by the new CR coming on board

Education, Training, and Certifications

  • Relevant degree or study program with a technical background in engineering or a similar
  • 5+ years of offshore work experience within offshore industry
  • Strong understanding of RAMS, QHSE documentation, SOPs, and compliance requirement
  • Completed courses such as GWO Course: Sea Survival, Working at heights, First Aid, Fire Awareness, Manual Handling; HUET, STCW 2010, OPITO or BOSIET, and EBS (STASS, HEED or EBS); HSE training or similar
  • Knowledge and experience in complex interface offshore operations
  • Knowledge and experience in coordinative measures in offshore operations, including interface with Marine Coordination Centers, local coast guard, SIMOPS/COMOPS, and permitting authorities
  • Familiarity with national and international regulations and guidelines related to offshore operations
  • Fluency in verbal and written English and excellent communication skills, to present complex matters in a professional and straightforward way
