Partnership Finance Officer

Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.

DRC has been operating in Ukraine since 2014, currently DRC employs over 800 staff in Ukraine and will continue significant scale-up in 2024 to implement emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.

DRC is currently looking for a Finance Officer (Partnership) in Kyiv.
About the job
You will be part of the Finance Partnership unit in the Partnership department, ensuring compliance with Ukrainian legislation, DRC and donor requirements. In addition you will be involved in building capacity of the project implementing partners and support implementing partners.

Your main duties and responsibilities will be:

  • Participate in the partner assessment and due diligence to evaluate partner’s financial controls and systems.
  • Contribute in assisting partners in building budgets and submitting budget amendments when necessary.
  • Review Partnership agreements to ensure all relevant finance reporting, compliance requirements and any other special conditions have been considered
  • Ensure terms of contract and disbursements are compliant with the national legislation
  • Verify partner instalment requests and ensure they are in line with the contracts
  • Facilitate partner disbursements ensuring that all supporting document are attached, and the transfer is approved by the budget holder.
  • Review partner financial reports and Supporting documents to ensure compliance with contractual, DRC and donor requirements via monitoring visits, desk and voucher reviews.
  • Support in monitoring partner budgets, actuals and forecasts in collaboration with technical coordinators and escalate identified issues timely and work proactively with partners to resolve them.
  • Upload reviewed transactions into DRC’s system Dynamics and follow up on ledger reconciliations.
  • Maintain an updated tracker of partners’ status and provide regular updates.
  • Ensure proper forecasting for liquidity management.
  • Participate in partnership project opening, review and closure meetings and induct new focal points to ensure full understanding of reporting and compliance requirements.
  • Monitor partners’ settlements and advances, and flag to line manager where there are discrepancies.
  • Provide feedback and recommendation to the partner in consultation with the Partnership Manager.
  • Facilitate partner expenditure verification and audit when required from the donor.
  • Keep files up to date on the cloud storage – copies of agreements with partners, partnership reports and vouchers.

Capacity building

  • Conduct training sessions for implementimg partners.
  • Provide on-the-job support and guidance project and support units to ensure compliance during project implementation.
  • Collaborate with project team to streamline the processes.

Additional tasks

  • On request perform any other additional duties assigned by the supervisor(s) to allow the organization to function optimally.

About you
To be successful in this role we expect you to have at least 3 year’s work experience in the field of finance/accounting, preferably in an INGO. Moreover, we also expect the following:

  • University degrees (bachelor’s in Accounting / Finance / Audit).
  • Competence in providing technical guidance and training.
  • Advanced proficiency in Ms Office.
  • Ukrainian: Fluent in speaking, reading, and writing.
  • English: Intermediate and above is desirable.
