Protection Coordinator-Syria-National Position

DanChurchAid (DCA) invites applications for the Protection Coordinator post with its Syria Country Programme. The position is for national applicants and will be based in Raqqa.

About the role:
As the Protection Coordinator for NES, you will refer directly to the Head of Programme (HoP). You will be responsible for the implementation of the overall Protection Sector activities conducted by the programme, as well as for the technical sectoral strategy, thus ensuring that the response is appropriate, relevant, effective, timely, coordinated and complementary with other components of DCA’s programme in NES. The role requires strong leadership, communication, and organisational skills to manage resources, budgets, timelines, and stakeholders to achieve the desired outcomes.

The successful applicant will need to demonstrate a positive and self-motivated attitude. The jobholder will also require a level head, problem solving skills, a great deal of flexibility and attention to detail.

The main duties relating to this position are as follows:
- PURPOSE/CREATE

  • Defining programme scope, objectives, timelines, and milestones in collaboration with stakeholders.
  • Developing and managing programme budgets, tracking expenses, and ensuring financial accountability.
  • Ensure high-quality management and implementation of project activities by creating and executing monthly work plans in coordination with the protection teams.
  • Coordinating with logistics, administration, and finance colleagues to effectively and efficiently mobilize resources allocated to protection activities in close collaboration with the HoP and Finance colleagues
  • Contributing to effective management of budget lines related to protection activities, track expenditures and provide monthly BVA/forecast in close collaboration with the HoP.
  • Coordinate with other sectors – i.e. Shelter, ER, and HMA – to enhance DCA NES referral system and train staff on how to conduct safe identification and ethical referrals.
  • Contribute to country strategy and enhance integrated response between protection and other sectors (also through CNs/proposals etc).
  • Ensure protection SOPs are in place and staff are trained.

- ENGAGEMENT/LEAD

  • Developing and maintaining programme documentation, such as project plans, schedules, and status reports.
  • Effective day to day management of protection teams, supporting team members to set objectives and workplans while providing appropriate and timely feedback regarding performance.
  • Identifying capacity gaps and develop capacity building plan for protection staff and partners to enhance their skills, knowledge, and abilities.
  • Build capacity, mentor, and monitor national partner performance.
  • When required, lead on the recruitment and management of new Protection program staff, consultants or other external support, in coordination with HR.

- DELIVERY/IMPLEMENT

  • Ensuring effective communication and collaboration between team members, stakeholders, and senior management.
  • Undertake regular field visits to provide technical guidance and supervision as well as regular monitoring of activity progress to ensure that services provided are according to international best practice standards
  • Providing regular updates on programme status, risks, and issues to HoP and other stakeholders.
  • Identifying opportunities for process improvements and driving continuous improvement initiatives within the programme.
  • Proactively ensure participation and representation of DCA in relevant working groups and sectoral coordination meetings leading and contributing to protection assessments in collaboration with other DCA teams as well as inter-agency initiatives.
  • Foster the programme accountability system, including introducing child-friendly accountability tools.
  • Promote PSEAH even in other sectors – ex distribution.
  • Promote and ensure protection mainstreaming across DCA sectors.

- Additional responsibilities include:

  • Contribute to a culture of excellence, continuous improvement and performance optimization across the Country Programme.
  • Work in accordance with DCA values and humanitarian principles.
  • Maintain effective working relationship with other members of the Country Programme.
  • Be a role model for diversity and inclusion, as well as make a positive contribution to team spirit.

- Required Qualifications and competencies

  • Be a Syrian National and/or have the right to work in Syria.
  • Education degree from an accredited academic institution in relevant field (International Law, International Relations, Political Science, Social Work, Humanitarian Assistance, Sociology, Psychology or any other related field) and/or minimum 5 years relevant sector experience, including at least 1 year in a managerial role.
  • Demonstrated experience working with international organizations or NGOs.
  • Additional certifications in Protection, Gender-Based Violence (GBV), Child Protection, or related fields are advantageous.
  • Professional proficiency in English and Arabic is required.
  • Strong experience in protection risk analyses, community-based protection approaches, structured focused and non-focused PSS provision, case management and case worker supervision.
  • Proven experience in safe identification and ethical referrals.
  • Strong understanding of gender-sensitive and survivor-centered approaches to protection.
  • Knowledge of Protection Tools: Familiarity with Primero, GBVIMS, CPIMS+, or other protection case management and information management systems is required.
  • Previous experience in protection monitoring, safety audits,
  • Proven experience in protection project development and management, including familiarity with sector standards and humanitarian architecture.
  • Strong written and oral communication skills that demonstrate empathy, discretion, and integrity.
  • Proven ability and willingness to work and live in diverse, challenging and potentially unstable environments/emergency settings.
  • Commitment to confidentiality, safeguarding policies, and ethical standards in protection work.
  • Understanding of donor compliance requirements and reporting expectations related to protection programming.
  • Good knowledge in Microsoft Office
