Dan Church Aid (DCA) is a Denmark-based international NGO registered under certificate # 1083 by the Authority for Civil Society Organizations and working to improve the wellbeing of particularly the rural and pre-urban people in Ethiopia. DCA’s Programme mainly focus on save live, building resilience and fighting inequality targeting highly disaster-prone areas in Oromia, Amhara, Afar, and Gambella regions.
DCA Ethiopia Office is looking for a competent Humanitarian Technical Program Advisor (WASH and NFI Thematic Area) based in Addis Ababa.

Overall Job purpose:
The Humanitarian Program Advisor, under the supervision of the Senior Humanitarian Program Manager, will provide technical and operational guidance to ensure that the humanitarian programs are executed efficiently and in accordance with DCA's standards and donor requirements. The humanitarian program advisor plays a pivotal role in identifying critical needs and resources, contributing to the development of effective humanitarian response programs, and providing essential technical support and training to humanitarian teams. Additionally, the humanitarian program advisor actively participates in program design, innovation, and proposal development, ensuring that DCA's humanitarian efforts remain relevant and impactful in Ethiopia.
Main responsibilities:
Engagement
- Lead the development of concept notes, proposal, guidelines, standard operating procedures (SOPs) for NFI, WASH and other DCA humanitarian interventions and provide timely guidance and input across the consortium and local partners.
- Develop and review BOQs and technical specifications and lead project site assessments and surveys.
- Make sure that all required preparations are in place for technical estimates, design, and resource management plan, prepare bid documents and support the project team for the bid selection for WASH and other sectors.
- Work with DCA program and support teams in proposal development, review of regular progress reports and MEAL (result frameworks to projects) and sharing experiences and lessons.
Delivery
- Monitor and ensure timely, high-quality implementation of humanitarian interventions focusing on WASH and NFI activities.
- Oversee the implementation of DCA program by conducting regular field offices and partners visits to identify gaps and provide technical recommendations.
- Provide capacity building trainings, technical support and coaching to DCA field office and partners humanitarian teams.
Required qualification:
- BSc Degree in Water Engineering, Water Resource Development, Public health, or other relevant fields with at least 6-8 years of related work experience with an NGO out of which 4 years’ service in humanitarian programme management level.
- Experience in implementing humanitarian WASH and NFI activities as part of multisectoral program.
- Strong experience of WASH and NFI related project design and management in Ethiopia in humanitarian action.
- Familiarity with relevant humanitarian standards such as SPHERE and other guidelines for WASH and NFI sectors.
- Proven experience in program development, capacity building, supervision, and monitoring of WASH and NFI technical aspects.
Skills
- Skills in the use engineering software for design of WASH and NFI projects
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and Outlook
- Strong organizational and multitasking abilities
- Excellent communications skills including, representation, negotiation and demonstrated people skills including the ability to create and foster collaborative and productive relationships with internal and external stakeholders.
