Background:
DCA established its first office in Cambodia in 1997 after having supported partners since its inception in 1979. Currently, DCA's global strategy focuses on three areas: 'Fight Extreme Inequality' supporting active citizenship and human rights work, 'Save lives' focused on flood and drought humanitarian response, and 'Build Resilient Communities' boosting right to food, sustainable livelihoods, and agroecological food system. DCA approach is working through implementing partners, both NGOs and line Ministries. Up to 2024 DCA Cambodia is cooperating with more than 20 partners to implement various projects.
Job summary:
The Funding Coordinator is responsible for the development, management, and quality assurance of all documentation and communication provided to DCA Cambodia's diverse stakeholders, including key donors such as the United States Government (USG), European Union (EU), DANIDA, and others. This role plays a pivotal part in advancing DCA Cambodia’s funding strategy by crafting compelling proposals, developing timely and insightful reports, and facilitating strategic donor communications. In addition, the Funding Coordinator leads capacity-building efforts with local partners, equipping them with the skills and knowledge necessary to meet donor requirements in proposal and report writing, compliance, and other critical areas.
Regardless of the content of this job description, the employee is expected to participate in any task necessary for the organization delegated by the manager at all times.
Main Responsibilities:
Proposal development and donor compliance:
- Enhance Proposal Quality and Competitiveness: Collaborate closely with program managers, MEAL staff, and technical experts to develop high-quality proposals that clearly demonstrate impact, innovation, and alignment with DCA’s strategic priorities. Lead Collaborative Proposal Development: Oversee the full proposal development process, actively engaging with internal teams and local partners to create high-quality proposals that align with DCA Cambodia’s strategic priorities and adhere to donor requirements.
- Integrate Proposal and Reporting Processes: Coordinate closely with DCA’s program, MEAL, and finance teams to ensure proposals and reports align with DCA Cambodia’s strategic and financial objectives, fostering a unified approach that meets donor expectations.
- Lead in Donor Reporting and Accountability: Oversee the timely and accurate completion of all donor reporting, ensuring reports are comprehensive, data-driven, and demonstrate program impact. Conduct Quality Checks on Narrative Reports: Thoroughly check narrative reports for non-DANIDA frame projects to ensure accuracy, coherence, and impact-focused reporting.
- Support Program Monitoring for Institutional Donor Projects: Actively monitor institutional donor-funded projects to ensure compliance and alignment with monitoring standards.
- Ensure Compliance Across Projects: Oversee adherence to grant conditions, including cost eligibility, reporting, and monitoring requirements. Provide targeted support to Program Managers and Coordinators on non-Danida-funded projects to ensure quality implementation, coordination, and compliance.
- Backstop Financial Reports and Budgets: Review and provide feedback on financial reports and budget forecasts before submission to DCA HQ or donors, ensuring compliance and quality standards are met.
Budget Turnover and Fundraising Strategies:
- Develop and Maintain Donor Intelligence: Maintain a centralized database of donor information, funding timelines, and submission deadlines. Provide regular updates to the program team and leadership on relevant funding opportunities, trends, and shifts in donor strategies.
- Collaborate on Funding Strategies and Budget Planning: Work closely with the CD, HoP, Program Managers, and the Finance Team to develop robust funding strategies and plan for budget turnover, ensuring alignment with organizational goals and financial sustainability.
Capacity Strengthening:
- Capacity Building in Donor Compliance: Facilitate training and workshops for program and partner staff to build their understanding of donor compliance requirements, reporting standards, and proposal writing, helping to ensure consistent adherence across all projects; tailored support to strengthen partners' fundraising skills, deepen understanding of institutional donor requirements, and improve reporting capabilities, as needed.
- Strengthen Partner Capacity in Compliance and Reporting: Provide targeted coaching and capacity-building support to partners, helping them enhance their documentation, reporting systems, and understanding of donor compliance standards, ensuring consistency, and fostering strong, reliable partnerships.
Minimum Qualifications Requirements:
- Proven experience in proposal and report writing, with a track record of successful donor engagement.
- Strong understanding of USG, EU, DANIDA, and other key donor requirements, particularly related to compliance, reporting, and financial management.
- Excellent communication, organizational, and project management skills.
- Experience in capacity development and training for local partners, with an emphasis on fostering strong compliance and documentation practices.
- Ability to work collaboratively across diverse teams, build strong relationships with stakeholders, and adapt communication styles as needed.
- Detail-oriented, with a commitment to quality and accuracy.
- Proactive and strategic thinker with the ability to anticipate challenges and develop solutions.
- Strong cultural awareness, with the ability to engage effectively with diverse teams and partners.
Work related travels are expected in this position.
