The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC has been implementing integrated programmme which encompasses Economic Recovery, Site Management Support, Protection including Child Protection and GBV, Sheler/NFIs and Site Development, Disaster Preparedness and Response, Climate and environment in Rohingya camps, hosts and impacted communities.

POSITION PROFILE
This role has 2 countries’ focus and ensures compliance with DRC procedures and guidelines within both countries. The role contributes to the development of country strategies, which are translated into action plans and day-to-day tasks. The role provides support and guidance to CDs and senior managers for both countries’ operations.

  • Develop expert policy guidance for public and private messaging and advocacy with key stakeholders.
  • Driving and shaping DRC’s profile in area of operation (both public and private) on priority issues.

DUTIES & RESPONSIBILITIES
Strategic Advocacy

  • Develop and update advocacy strategy/plan, talking points, topline messaging, and advocacy asks for the DRC team in Bangladesh and Myanmar. Support DRC AERO Region and Bangladesh and Myanmar responses in forward-scanning for future policy / advocacy objectives.
  • Create contextual updates and crisis info documents, detailing the current context, protection concerns, and regulatory situations.
  • Include DRC partners equitably in advocacy, providing them opportunities to shape documents and key messaging.
  • Support programme leadership in both countries to articulate their top priority advocacy objectives and complete advocacy based on programmatic needs.
  • Remain up-to-date on key issues at the national level and crosscutting to both Bangladesh and Myanmar, through engagement with relevant stakeholders, in order to inform senior management and program staff of both countries.
  • Suggest key advocacy opportunities and targets at national and regional levels.
  • Draft and support the production of advocacy products as outlined in the advocacy strategy for use at the countries, regional and international levels.
  • Support countries management and other programme staff in their work, including development of a plan for achieving their priority advocacy objectives in both an emergency and development context. This should include guidelines on the meaningful and safe participation of beneficiaries in advocacy and communications.

Representation & Communication

  • Liaise with key UN, NGO, donor government representatives, and other interlocutors in country to ensure DRC has up to date information on the humanitarian situation and response in countries and the region.
  • Engage with the region on shared advocacy messaging and campaigns.
  • In accordance with a developed strategy, establish strategic relationships with media outlets at national level in both countries to ensure push of key advocacy messages and communication materials when relevant and with the CO approval.
  • Support in developing messaging for and actions around key national policy responses and frameworks, as well as other factors such as UN coordination, protection concerns, funding for the response, security and current and future challenges that have an impact on displaced populations and their access to humanitarian assistance and protection services.
  • Build networks of key informants and stakeholders in both countries
  • Represent DRC in advocacy-related and (as relevant) regional fora for related to advocacy or as otherwise delegated by the senior leadership and the region, including the Advocacy Working Groups in both countries’ forums and the Protection Consortium Advocacy Working Group in Bangladesh.

Specific Deliverables (in addition to day-to-day responsibilities)

  • Development of terminology guide for Myanmar and Bangladesh CO.
  • Development of Advocacy Plan for Myanmar and Bangladesh as well as a common one alongside Regional Advocacy and Communications Coordinator.
  • Connect to relevant advocacy fora in both Myanmar and Bangladesh.

Safety

  • Comply with all global and location-specific safety rules, policies, and procedures. Report safety incidents, near-misses and other relevant information to the safety team as shall be briefed during onboarding. Failure to adhere to these is a disciplinary offence while it may also leave the position holder, their colleagues and DRC, at risk.

SKILLS AND EXPERIENCES

  • At least 3-5 years' experience working in advocacy on humanitarian issues, refugee rights, human rights, and/or development issues.
  • Experience of influencing and advocacy work including lobbying, policy development and information provision in humanitarian issues, including knowledge of International Humanitarian Law.
  • Experience in advocating towards donor governments in a highly politicized context.
  • Experience of and strong skills in developing and implementing humanitarian advocacy strategies and campaigns.
  • Extensive knowledge of human rights and international humanitarian law.
  • Understanding of UN and donor operations at country and regional level.
  • Desirable: knowledge of the Bangladesh and/or Myanmar contexts.

EDUCATIONAL QUALIFICATIONS

  • Master's degree in International Law, Human Rights or similar.

LANGUAGES

  • Full professional proficiency in English.
