POSITION OBJECTIVES

DCA/NCA is looking for an enthusiastic Livelihoods Coordinator to join its Cash and Livelihood programme in south- and eastern Ukraine. She/he will contribute to the efficient and effective implementation of livelihood projects as part of the DCA/NCA Cash and Livelihood team based in Mykolaiv. His/her main responsibilities will be to lead on the implementation of livelihoods projects; cooperation with and the capacity development of local partners; direct liaison with local stakeholders and the humanitarian coordination system; and internal stakeholder management such as coordination other departments and the DCA/NCA senior management in Kyiv.

Regardless of the content of this job description, the employee is expected to participate in any task necessary for the organization delegated by the manager at all times.

MAIN RESPONSIBILITIES

Contributes to the implementation of all cash and livelihoods projects

  • Coordinates with partners, humanitarian clusters and local stakeholders throughout the projects and provides support to the communities benefiting from DCA/NCA’s assistance in their livelihoods.
  • Identifies appropriate interventions considering existing livelihood and/or agriculture-based approaches and alternative livelihood opportunities.
  • Monitors and evaluates impact of projects on several levels: administrative, quality assurance and technical
  • Experience on designing surveys for livelihood programming
  • Contributes to market assessments and to analysing and interpreting data to select and design response options (feasibility, methods and delivery of cash-transfer programming, transfer value, vulnerability and targeting) whenever needed
  • Contributes to designing and implementing a cash-transfer programme (service-provider selection and contracting, distribution mechanism, preparedness).
  • Translates documents for internal use and interprets upon request (EN UA).
  • Contributes to organizing and providing capacity-building activities.
  • Contributes to internal written reporting
  • Works closely with other departments in planning and implementation to ensure synergy whenever relevant
  • Develops and maintains good working relationship with partners
  • Reports events and changes within the region that could have an impact on DCA/NCA’s activities, in particular in relation to Cash and Livelihood Programme which will allow to further formulate objectives and priorities.REQUIREMENTS (The position is open to Ukrainian nationals only and requires strong Cash and Vouchers Assistance (CVA) background.)

    • University degree in the field of economics, agronomy or strong equivalent experience in the humanitarian field
    • Minimum 2-3 years’ experience in food security & livelihoods, with at least 1 year experience on cash and market-based interventions
    • Experience in an INGO or LNGO is a must
    • Experience in leading a project
    • Professional working level in written and spoken English and Ukrainian language is required
    • Excellent interpersonal communication, ability to communicate effectively on culturally sensitive issues to diverse audiences.
    • Ability to be proactive and work independently.
    • Ability to operate in a high stress and unpredictable environment.
    • Good knowledge of geographically assigned environment
    • Good reporting capacity.
    • Willingness to travel
