INTRODUCTION
The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. DRC Ethiopia began operations in 2009 and has been responding to the needs of refugees, Internally Displaced Persons (IDPs) and vulnerable host communities ever since. DRC Ethiopia currently has programs implemented through five area offices (AO) in Gambella, Tigray, Somali (Jijiga & Dollo Ado) and Afar regions, as well as its country office (CO) in Addis Ababa.

OVERALL PURPOSE OF THE ROLE:

The Danish Refugee Council (DRC) has been providing relief and development services in the East Africa and Great Lakes since 1997. DRC has mainly focused on forced displacements. The regional Office is based in Nairobi, Kenya and have other offices and operations in EAGL.

The Danish Refugee Council (DRC) has been operational in Somali Region since December 2009 to assist the displacement affected Communities in in the Region. DRC had implemented so far humanitarian, recovery and development programs in Dollo Ado mainly with refugee, IDPs and affected host communities. To improve compliance and adhere DRC operations hand book mainly on Financial managements and also able provide proportional support to increasing programs in Dollo, DRC is looking for to hire dedicated roving cashier based in Dollo Ado with frequent field visit to the implementation sites and camp offices in Dollo Ado . The roving cashier under the supervision and in coordination with Finance Team Leader/ and finance officer will be doing roving cashier role related activities as per the JDs below.

Key Responsibilities:
Finance and cash management

  • Maintain cash book/cash box
  • Work closely with program team and facilitate site level payments in Liban And Afdher zone
  • Focal person for cash payment in the field location as well as in the Dynamics System, Assist the finance team in maintenance of cash related transaction, keep track of all payment and outstanding payment in the field location, Supports the preparation of financial Documentation.
  • Ensure timely and accurate encoding of all financial movements
  • Works within the financial procedures of DRC, municipal policies and procedures and in compliance with all national acts and legislation.
  • Ensures that all documents are correct before paying;
  • Ensures that payment request / receipts are properly documented
  • Ensures that payments correspond to receipts and payment requests;
  • Ensures that payment requests are duly signed;
  • Ensures that the cash box is ready for inspection at any time;
  • Assists the Field Finance assistant for paying daily hires wages

Reports any unbalance

  • File vouchers organized by month as per DRC requirements
  • Cross check the quality and completeness of support documents
  • Print the monthly cover sheet and attach to related documents
  • Scanning of all financial documents
  • Ensure that the voucher are named and saved as per DRC procedures
  • Any other task assigned by the AM or Finance TL or Officer.
  • Check projects stock sheets of the program and ensure all assets are properly registered and accounted for within the system.
  • Ensure all relevant documentation is collected, checked and attached to payment vouchers for submission to Head Office.
  • Collect cash money and deal with any other business with the bank as assigned by
  • Prepare and carry out monthly salary payments of Camp based staff or as directed by the finance team
  • Produce personal bills for all personal use of telephone;
  • Ensure DRC Ji financial/logistics/personnel procedures and policies are adhered to at all times;
  • Handle order requests from different department
  • Ensure all payments are made on time to suppliers
  • Facilitate program and support cost payments in the office and at field sites
  • Do admin related small assignments as requested by the line manager

  • Any other job as assigned by the Supervisor and Finance Officer

Experience and technical competencies: (include years of experience)

  • Degree holder with 1 yr experience and Diploma holder with 2 yrs experience
  • Proven ability to priorities tasks and meets deadlines
  • Stable and robust character and a good team-player
  • Experience in working in NGOs is preferable
  • Excellent communication skills
  • Proven commitment to accountable practices.,
  • Strong sense of personal integrity
  • Competent use of PC especially spreadsheets.
  • Full proficiency in Microsoft Office, including Word and Excel

EDUCATION: (include certificates, licenses, etc.)

  • Relevant education (degree or Diploma) in Accounting and Finance.

LANGUAGE: (indicate fluency level)

  • Excellent English skills both spoken and written. Knowledge of Somali, an advantage
