We are looking for a strategic and dynamic leader to shape and execute GOWA’s global policy and advocacy efforts. The successful candidate will bring expertise in policy development, stakeholder engagement, and advocacy strategy to accelerate offshore wind deployment worldwide. This is an exciting opportunity to join a growing, high-impact alliance working at the intersection of energy, climate policy, and international cooperation. The Policy and Diplomacy Advisor will play a key role in strengthening GOWA’s influence in global energy discussions and ensuring offshore wind remains a central pillar of the clean energy transition.

You will form part of a small secretariat working collaboratively with each other to support the Head of Secretariat in developing and delivering GOWA’s Policy and Advocacy strategy, promoting and protecting its reputation as a source of knowledge and expertise among its members, and stakeholders.

Key Responsibilities:

  • Work with HoS on the development and execution of GOWA’s global policy and advocacy agenda to accelerate offshore wind deployment.
  • Lead the development of campaigns to promote offshore wind policy adoption in collaboration with GOWA members i.e. governments, industry, and civil society.
  • Engage with international bodies, multilateral organizations, and climate negotiations (e.g., COP) to position offshore wind within global energy and climate discussions.
  • Draft presentations, policy briefs, speaking notes and input into reports to support GOWA’s advocacy efforts.
  • Provide substantive support to GOWA Steering Group meetings, as well as to broader consultations and stakeholder meetings, including those convened alongside the annual IRENA Assembly, UNFCCC COPs, and the UN General Assembly. This will include preparing agendas, drafting briefing materials, and developing presentations.
  • Monitor political and policy trends and legislative developments impacting offshore wind. and propose solutions through forward work planning.
  • Ensure evidence-based policy recommendations through data analysis and case studies /best practice from global offshore wind markets.
  • Represent GOWA in high-level policy dialogues,and conferences.
  • Support and coordinate with GOWA members to align advocacy efforts and share best practices.
  • Plan and implement policy-related projects and manage project deliverables, project scopes, timelines, and budgets, ensuring successful execution and reporting.
  • Work closely with the communications team to develop messaging for policy advocacy campaigns.
  • Engage with media and public forums to amplify GOWA’s advocacy priorities.
  • Perform other duties as assigned.

Skills and Qualifications:

  • Bachelor's or Master’s degree in public policy, political science, law, environmental studies, energy policy, or a related field.
  • At least 7 years of experience in policy advocacy, government affairs, or international relations within the energy or climate sector.
  • Strong understanding of offshore wind policy frameworks, regulatory environments, and global energy markets.
  • Excellent written and verbal communication skills, with the ability to produce compelling policy documents and advocacy materials.
  • Proven ability to develop and implement effective policy strategies and advocacy campaigns.
  • Ability to work independently while collaborating effectively in a multidisciplinary, global team.
  • Desirable: Project management skills, including budget oversight, reporting, and stakeholder coordination.
  • Desirable: Experience engaging with governments, multilateral institutions, and policy networks on climate and energy issues.

  • Excellent written and verbal communication skills, with the ability to produce compelling policy documents and advocacy materials.
  • Proven ability to develop and implement effective policy strategies and advocacy campaigns.
  • Strong project management skills, including budget oversight, reporting, and stakeholder coordination.
  • Ability to work independently while collaborating effectively in a multidisciplinary, global team.
  • An interest in energy, climate change, conservation, international affairs, or diplomacy.
  • Fluent in English; proficiency in another language is an asset.
  • A positive, can-do attitude and support for offshore wind!

About Us:
The Global Offshore Wind Alliance (GOWA) is a flagship, transformational, diplomatic initiative which aims to accelerate the deployment and delivery of offshore wind around the world. GOWA is founded by Denmark, IRENA and GWEC with the ambition to create a global driving force for the uptake of offshore wind through political mobilisation and the creation of a global community of practice.

The objective of GOWA is to contribute to achieving a total global offshore wind capacity of a minimum of 380 GW by 2030, representing a significant increase from current levels, and to ensure a minimum of 70 GW of offshore wind capacity is added each year starting from 2030. This ambitious target directly supports the global commitment to tripling renewable energy capacity by 2030, a critical step to limit global warming to 1.5°C, as outlined in the Paris Agreement. Offshore wind is projected to deliver one-third of the required global power sector emissions reductions, contributing to a cleaner, sustainable energy system. GOWA’s objectives align with the International Renewable Energy Agency’s (IRENA) call for 2,000 GW of offshore wind to meet climate goals. By meeting these targets, GOWA plays a pivotal role in accelerating the energy transition, supporting the global need to decarbonize, and ensuring a just transition through job creation, regional development, and strengthened supply chains.

At the heart of GOWA is a commitment to public-private partnerships and working together as a multi-stakeholder group. GOWA will combine high-level diplomatic mobilisation with specific and targeted activities and work streams aiming to create a community of practice.

The GOWA secretariat is hosted by CONCITO, which provides a supportive and flexible setting for the GOWA Secretariat’s operations. The role is full-time and based in our office at CONCITO in Copenhagen. It will require flexibility and may on occasions require work out of hours and travel overseas.
