Danish Red Cross in Ukraine is looking for a consultant who will provide technical and coordination support to URCS in the participatory development of the Youth Engagement Strategy (YES) 2026–2030. Purpose:
The consultant will provide technical and coordination support to URCS in the participatory development of the Youth Engagement Strategy (YES) 2026–2030. The role is to capture and synthesize inputs from regional consultations, youth specialists, and national-level stakeholders into a coherent strategy and action plan.

Head of Youth Development Sector, URCS
Evaluator And Qualifications:
Evaluator(s), with knowledge of local context who will provide an independent, objective perspective as well as technical experience on evaluations, will be hired to conduct this engagement and produce key documents. The evaluator will be the primary author of the report. S/he will not have been involved or have a vested interest in the URCS operation or context being evaluated, and will be hired through a transparent recruitment process, based on professional experience, competence and ethics and integrity for this evaluation. The evaluator will report on progress or challenges to the evaluation management team. The evaluator should have the following characteristics:
- Advanced degree in Social Sciences, Youth Work, Public Policy, or related field.
- Sufficient professional experience (preferably 5+ years) in strategy development, youth engagement, or organizational development.
- Strong knowledge of Ukrainian youth policy and civil society.
- Proven facilitation and participatory methods experience.
- Fluency in Ukrainian; strong drafting skills in English.
- Previous Red Cross/Red Crescent or humanitarian experience desirable.
Application Procedure
Interested applicants should submit their expression of interest through the Emply Platform, by midnight 10 December 2025 (Ukraine time). Application materials should be submitted in English, which will include:
- Curriculum Vitae (CVs) of consultant.
- Cover letter clearly summarizing your experience as it pertains to this evaluation, daily consultancy fees inclusive of rate for the national consultant (as relevant), and three professional references.
- Applicants will be required to provide a 3-4-page approach paper with methodology
- Financial proposal: It is expected that the national consultant submit the financial bid for themselves (daily rate in Euros), as well as the full cost of interpretation costs (if needed).
