DRC has been operating in the Middle East (ME) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Yemen, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office (RO) in Amman.

Throughout its nine field offices and a workforce of staff, DRC upholds its main programmatic objectives to provide immediate and life sustaining assistance, to strengthen the protective environment, and to reduce displacement related risks and vulnerabilities by promoting self-reliance at household and community level.

About the Job:
Overall purpose of the role:
The CVA Officer is responsible for supporting the high-quality implementation and monitoring of DRC's Cash and Voucher Assistance programmes. The officer will play a key role in the execution of CVA activities, from beneficiary registration and coordination with financial service providers to distribution monitoring and reporting. The role ensures all activities comply with DRC's standard operating procedures, donor regulations, and protection principles, while maintaining excellent relations with communities and stakeholders. In addition, the CVA Officer is in charge of the following:

  • Provides administrative or technical support with the implementation of Economic Recovery activities in the area, as well as other programs, where needed and relevant
  • Ensure the quality of the planning, implementation and follow-up of all technical aspects of Economic Recovery activities being implemented by DRC Economic Recovery team and other programs, where needed and relevant.
  • Develop and maintain good relations with the persons of concern, relevant stakeholders and other humanitarian actors, to support adequate implementation and coordination of DRC’s sector activities.
  • Other duties assigned.

Main Responsibilities:

Programme Planning & Development

  • Plan and supervise beneficiary identification, registration, and verification in line with CVA SOPs and targeting criteria.
  • Prepare, update, and manage accurate beneficiary lists, detailed distribution plans, and payment schedules.
  • Coordinate with Financial Service Providers (FSPs) and vendors to ensure smooth cash/voucher delivery.
  • Support the organisation and facilitation of distribution activities, ensuring timely payments to beneficiaries.
  • Resolve basic operational issues during field activities and report challenges to the CVA Team Leader.
  • Responsible for administrative tasks, including preparation of PRs, POs, service contracts, financial reconciliation, BoQs and tracking of outputs.
  • Support the teams in conducting assessments and carrying out monitoring and evaluation exercises.
  • Support the Economic Recovery Team Leader in conducting Rapid Markets Assessments, MPCA intake assessments and other relevant assessments.

Compliance & Coordination

  • Ensure all CVA activities comply with DRC policies, donor requirements, and data protection standards.
  • Engage with community members to explain entitlements, distribution processes, and complaint mechanisms.
  • Liaise with community leaders and local authorities to maintain good relations and community acceptance.
  • Work closely with the MEAL team to facilitate post-distribution monitoring and handle beneficiary feedback.
  • Represent DRC at meetings and other relevant technical coordination meetings
  • Ensure integration with other DRC sectors

Reporting & Documentation

  • Maintain up-to-date and accurate beneficiary records, distribution reports, and supporting documents.
  • Prepare and submit timely field activity reports to the CVA Team Leader.
  • Contribute data and field observations for donor reports and programme reviews.
  • Support with tracking of outputs and with internal/external reporting.

Logistics/Finance

  • Support the monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up
  • Plan and coordinate proactively logistics and movements of staff from and to different operational areas
  • Initiate procurements and ensure their execution
  • Ensure distribution plans are prepared and shared with all relevant departments in a timely manner
  • Ensure accurate financial and stock reconciliations after cash or in-kind distributions
  • Support MEAL team with timely data reconciliation of assistance delivered against planned targets
  • Ensure that all needed beneficiary information is accurately collected and reported through established mechanisms

Teamwork & Capacity Building

  • Provide guidance and on-the-job support to CVA Assistants and incentive workers.
  • Participate actively in team meetings and planning sessions.
  • Support learning and exchange of best practices within the CVA team.

About you
To be successful in this role, you must have:

Experience and technical competencies:

  • Minimum 2 years of practical experience in sector area working for an INGO.
  • Experience in implementing emergency CVA programmes.
  • Field experience in terms of community engagement with relevant stakeholders.
  • Excellent skill in MS Word, Excel, and PowerPoint.
  • Knowledge of CCY procedures is an added advantage.

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment. This position will be placed at Band (NMH2) and will be reporting to the Economic Recovery Team Leader.

We offer
DRC will offer the successful applicant a contract until April 30, 2026, renewable dependent on both funding and performance. You must be available to start work as soon as possible and be willing and able to work in Hodeida.

Languages:

  • Arabic – fluent.
  • English basic.

Degree or Diploma in social sciences, international development, humanitarian affairs, economics, or a related field.
