Overall purpose of the role:
Responsible for routine review and development of survey systems that support quality-driven Humanitarian Mine Action (HMA) programming in DRC Myanmar, including regular analysis of needs and capacity assessment data to identify new program activities and strategic priorities. Duties include technical capacity building, developing area-level strategy with DRC internal sector leads. The HMA Specialist will be expected to provide regular, reliable, and quality analysis that supports the development of an evidence-based humanitarian response with the support of HMA Project Manager and HMA Manager.

Sector responsibilities: Assist the HMA Project Manager in ensuring the quality of the planning, implementation, and follow-up of sector activities, developing the training materials and methodologies with Training Management Plans (TMPs), overseeing quality of HMA delivery through community focal points (CFPs) and Civil Society Organizations (CSOs) by guiding and training HMA Officers and improving Information Education & Communication (IEC) materials according to based on analysis of evaluation findings and lessons learned.

Geographic scope: Area (Kachin State)
This role has an area focus and ensures compliance to DRC procedures and guidelines within the area. The role contributes to the development of HMA country strategies and involves regular travel to field locations to provide in-person technical guidance and training to base operations including direct implementation and implementation of partner organizations.

Responsibilities:
CAPACITY BUILDING AND TECHNICAL MANAGEMENT

  • Under the supervision of HMA Manager and HMA Project Manager, HMA Specialist will provide technical guidance and support to HMA Officers, partners and community focal points (CFPs) on HMA activities; EORE, Victim Assistance, HMA workshop and events, and information management reporting formats and tools.
  • Provide technical guidance to ensure quality implementation of the HMA deliverables in compliance with HMA & DRC’s Standard Operating Procedures (SOPs) and guidelines.
  • Conduct regular quality assessments of HMA program and provide recommendations and support accordingly.
  • Contribute to the development and adaptation of necessary tools, forms, technical guides, and SOPs for HMA related activities including but not limited to EORE, VA, and Advocacy activities.
  • Initiate in contextualized IEC material development and field-testing process.
  • Provide inputs and updates of HMA needs and gaps to HMA Project Manager, by analyzing the Humanitarian needs and contexts in Kachin.
  • Respond to ad hoc requests for technical support from HMA teams.
  • Delivery of technical trainings and daily capacity building (on job mentoring and coaching) of HMA program staff, CSO partners, and community focal points in collaboration with HMA Project Manager and HMA Manager.
  • Collaborate with line manager to provide technical supervision and coaching of HMA staff using quality management SOP and tools including in relation to EORE and VA
  • Ensure mainstreaming of age, gender, and diversity aspects into all HMA work including through provision of trainings to HMA staff, partner organizations and CFPs
  • Collaborate with other sectors to ensure integration, synergy, and identify opportunities for collaboration/better coordination between teams.

PARTNERSHIPS AND LOCALIZATION

  • Lead the work on partners capacity development and planning, jointly with partner staff and DRC focal points.
  • Actively explore and identify potential partners in line with localization strategy in coordination with Partnership team.
  • Support HMA Project Manager in coordination with local and I/NGOs to expand and strengthen DRC’s Partner networks, as well as support in roll out of HMA activities with partners.
  • Lead in identifying and responding to capacity building needs of partners (technical training, coaching, and mentoring) in coordination with HMA Team Leaders, Officer, and other relevant DRC Sectors.
  • Under the technical guidance of the HMA Project Manager, support HMA Officers to help partner on project design and development of Sub-Grant Agreements.
  • Support Partners develop and revise necessary, tools, forms, technical guides, and SOP for HMA related activities in coordination with the Partner’s Focal under technical guidance of HMA Project Manager and HMA Manager.
  • Support external partners working under rapid response mechanisms and in emergency locations with by delivering trainings on EORE and EORE mainstreaming approaches.

MONITORING AND EVALUATION

  • Develop/adapt HMA-related survey tools and needs assessments methodologies.
  • Analyze needs assessment and evaluation data, report on and share findings, and identify priority locations, groups and areas for strategic programme development
  • Providing support on the monitoring, evaluation and learning of HMA services, in collaboration with MEAL and HMA teams under the guidance of the HMA Project Manager
  • Support the HMA Project Manager in ensuring safety and confidentiality of the collected information in accordance with DRC Code of Conduct, VA information sharing guidelines and relevant DRC guidelines
  • Conduct spot check visits to the messaging meetings by trained HMA Officers, Partner staff and CFPs to provide necessary feedback.
  • Review of CFM data and provide feedbacks and inputs to HMA teams
  • Assist the project manager in writing donor reports.

COORDINATION AND REPRESENTATION

  • Represent DRC at relevant coordination meetings.
  • Assist the Project Manager in coordination with the internal sectors; in joint assessment tools development and joint quality assurance visit.
  • Actively participate in internal coordination meetings.
  • Share relevant project information with stakeholders and partners.

*Perform any other relevant tasks as requested by Line Manager/ or HMA Manager.

Experience and technical competencies: (include years of experience)

  • University degree or Advanced University degree (master’s degree) in relevant field (e.g., political science, human rights, humanitarian project management, social work, international law, international development, etc).
  • 3 years of practical experience in the Humanitarian Mine Action or Protection fields working for an INGO/NGO.
  • Strong demonstrated technical skills and knowledge in HMA Program implementation and partnership.
  • Excellent writing and analysis skills for survey report.
  • Strong experience in producing high-quality technical materials (training material, program tools, proposals, strategic documents etc.) and facilitating trainings face to face and remotely.
  • Excellent training skills, particularly on concepts of Humanitarian Mine Action (HMA), Protection and/or IHL.
  • Experience working with Monitoring and Evaluation
  • Advance IT knowledge (hardware and software, MS Word, Excel, Power Point, remote management, and capacity building tools)
  • Full professional proficiency in English
  • Full professional proficiency in Myanmar

Conditions
Contract: DRC will offer the successful applicant a DRC’s Regular contract included 3-month probation with the possibility of extension. Salary and conditions will be in accordance with DRC’s Terms of Employment. The position is placed in Employment Band G2-Non-management. This position is open for Myanmar National only.
