The International Centre for Antimicrobial Resistance Solutions (ICARS) is a young organization with a mission to develop evidence-based solutions to mitigate antimicrobial resistance (AMR) in low- and middle-income countries (LMICs). Working in partnership with LMICs, ICARS uses intervention and implementation research to support the countries in implementing their AMR National Action Plans. About the position
Taking part in our Resources & Compliance Team you will play a crucial role in building a growing organisation and team. Resources & Compliance covers the areas HR management, security, and work environment along with policy development and implementation, contract management, facility management and IT.

Your area of responsibility will be that of HR management including daily operations as well as development, and you will have crucial role in ensuring that HR contributes to the overall strategy of the organization and helps create a healthy and productive workplace. If you are interested in an all-round HR position where you take on responsibility and get involved in all aspects of HR from recruitment to onboarding and strategic policy development, this is the position for you.

The position includes close contact with HR departments at the Ministry of Health and Interior who gives support on several HR areas, e.g., employment contracts, pay roll administration and HR data.

You will have a key role in managing and developing all aspects of HR covering the areas:

  • Recruitment and Hiring. Includes onboarding and relocation of international staff
  • Personnel Policies and Procedures
  • Compensation and Remunerations (salary administration is outsourced)
  • Employee Development and Training
  • Employee Relations
  • Performance Management
  • HR Analytics and Reporting
  • Health and Safety
  • Diversity, Equality, and Inclusion
  • Legal Compliance

Your main tasks will include:

  • HR management through cross organizational collaboration and support in addressing HR-related inquiries and concerns.
  • Recruitment of staff coming from all over the world for the entire organisation.
  • Onboarding of staff including making onboarding for international employees seamless through maintaining the communication with Danish authorities or ICARS providers, in matters related to work permits, visas, relocation support etc.
  • Participate in the work ensuring a supportive and healthy work environment for everyone including organizing employee development and facilitating salary negotiations.
  • Policy development to support the above-mentioned areas.

Your background, professional and personal qualifications
We are looking for a Programme Manager with a broad interest in HR-aspects of running an international organisation, maintaining and implementing internal policies and HR management. Relevant experience from previous jobs is a requirement, and an educational background in HR is considered an advantage.

Professional skills

  • Experience from working with HR in public administration, international organisations (IGOs or NGOs) or self-governing institutions.
  • Demonstrated strong operational skills and a broad legal knowledge of areas underpinning the operation of an international organisation
  • Educational background could be in HR, law, business administration or similar
  • Experience in preparing meeting material and cases for seniority levels.
  • Knowledge of Danish HR-related issues in the public sector and Danish law related to running an organisation and workplace in Denmark will be considered an advantage.

Personal qualifications

  • Excellent organisational skills with demonstrated ability to successfully manage competing priorities.
  • Evidence of ability to multi-task and manage a fluctuating and at times heavy workload.
  • Strong collaboration skills and ability to build strong relationships with internal and external stakeholders.
  • Attention to detail.
  • Proficiency in English (English is our working language).
  • Knowledge of Danish is a significant advantage as official documents from Danish institutions, and contact with them, as well as dealing with other Danish regulative matters, are often part of the tasks covered by the position.

Terms of employment
Salary and appointment terms will be based on the collective agreement between the Danish Ministry of Finance and the Danish Federation of Professional Associations (AC) (overenskomst for akademikere i staten). The Programme Manager is expected to be recruited at the level of “Specialkonsulent” or “Chefkonsulent” depending on the experience of the candidate.

This is a full-time and permanent position based in Copenhagen, Denmark.
